The first ordinary plenary day of the National Council after the summer holidays is almost exclusively about crown measures. The family support fund is increased and the period of special care is extended. In addition, the crown traffic light and tests performed by general practitioners have a legal basis.
Block limited to ten days
Another point on the package is a possible lockdown due to the pandemic. However, this should be limited to ten days. Entry bans are de facto possible everywhere, except in private spaces. Leaving the home will be allowed to shop, for professional purposes, to avoid immediate danger, to care for people in need of support, and “for physical and psychological relaxation.”
Provincial governors and district administrative authorities gain more power. So they can introduce stricter rules than the federal government.
The family aid fund is increased, the period of special care is extended until February. With the consent of the employer, this allows absence from work for a total of three weeks in addition to care leave if necessary for care reasons (children, caregivers, disabled people), for example when kindergartens are closed. In the future, the state will bear not just one third, but half of the wage costs.
More money for artists
The additional income limit for the family allowance will be increased from 10,000 to 15,000 euros. In addition, the fund for families with coronavirus due to economic difficulties will be increased from 60 to 100 million.
There is also more money to be accounted for for artists so that they can pay social security contributions despite the loss of income. Loan repayment terms are also being extended.
