Vienna (OTS) – According to the provisions of the Covid-19 Measures Law, the measures will be presented to the main committee of parliament on November 1, 2020 and should enter into force on Tuesday, November 3, 2020 at 00:00 a.m. Expiration: November 30 2020. Exception: Exit restrictions apply initially until November 12, 2020 inclusive.
Exit restrictions
Leaving your own private living room and staying out of your own private living room between 8 p.m. and 6 a.m. is only allowed under the following conditions:
- Avoidance of immediate danger to life, limbs and property
- Supervision and assistance to people who need support, as well as the exercise of family rights and the fulfillment of family duties.
- Covering the basic needs of daily life
- Professional and educational purposes, if necessary
- Staying outdoors for physical and mental relaxation (e.g., going for a walk, jogging, walking)
In public places, a minimum distance of one meter should be kept from people who do not live in the same household. Also, mouth and nose protection should be worn in closed public spaces.
If the use of oral and nasal protection cannot be expected for medical reasons, this must be credible by means of a medical certificate at the request of the organs of the public security service, the authorities or the operators of a permanent establishment. In this case, these people are allowed to wear a so-called face shield, which extends over both ears and well below the chin. Chin guards are prohibited in any case. Likewise, mouth and nose protection is not required when consuming food. Children up to 6 years of age are also exempt from the obligation to protect their mouth and nose.
Business and services
The store remains open with the rule that 10m² must be available per customer *. For example: 10 clients are allowed per 100 m². For stores with less than 10m² of sales area, one customer per store is allowed. The obligation of distance and mouth-to-nose protection also applies. In direct contact with customers, it should be ensured that employees wear mouth and nose protection unless other suitable protective devices are in place. The requirements for distance and protection of the mouth and nose also apply to outdoor markets.
Body hugging services such as hair salons, massage therapists, or beauty salons can still be offered. If the client cannot maintain the minimum distance or wear a mask, appropriate protective measures must be taken to reduce the risk of infection.

Whenever possible, they should return to the home office. In the workplace, a distance of at least one meter should be maintained between people, unless the risk of infection can be minimized by appropriate protective measures (for example, by technical or organizational protective measures such as training of permanent equipment, installation of partitions or plexiglass walls). In agreement between employees and employers, measures can be agreed (for example, use protection for the mouth and nose beyond contact with the client) for the protection of health beyond existing regulations. If possible, the start of the works should be staggered to avoid crowds in public transport at rush hour.

The minimum distance must be respected in public transport and on the plane, but can be undermined in exceptional cases. Protection of the mouth and nose is mandatory. Carpooling, taxi and taxi-like operations can still be used if only two people are transported in each row of seats, including the driver. This also applies to training trips, such as driving schools. Protection of the mouth and nose is mandatory.
Cable cars, gondolas and climbing aids cannot be used for leisure purposes.
Universities and schools
Kindergartens, primary schools and lower grades, as well as polytechnic schools and special schools remain open, upper grades, technical colleges and universities are shifting to distance education.
Residences and nursing homes, hospitals
For protection in hospitals and sanitariums, as well as nursing homes and nursing homes, employees in the respective facilities, depending on availability, must present a negative PCR or antigen test result every week or, alternatively, must use a suitable respirator at all times. Operators must implement appropriate prevention concepts based on risk analysis and state of the art.
Visits are only allowed every 2 days until November 17 inclusive: a maximum of 1 visitor per resident per day and a maximum of 2 people within the specified period. Visitors must show a negative test result or wear a suitable respirator. The minimum distance must be respected and protection for the mouth and nose must be used. Hospice and palliative care are excluded, as well as pastoral care for critical life events. Outside service providers other than medical providers are prohibited from entering nursing homes and retirement homes.
Gastronomy and accommodation
Catering establishments can only offer food for collection from 6 to 20 hours, direct consumption is no longer allowed in catering establishments. Food can be delivered throughout the day. This rule does not apply to canteens catering to people who are being cared for, housed or employed by the company, as well as to accommodation providers for the provision of their guests. Public transport, such as rail traffic, is also excluded. It is still possible to distribute food in facilities such as homeless shelters, women’s shelters, refugee shelters, etc.
Accommodation establishments may only be used in exceptional cases, especially for professional purposes. People who are already housed at the time of entry into force of the regulation can continue housed during the agreed period. In addition, accommodation establishments can also be entered by people with an urgent need for housing and in order to provide care and assistance to those who need it. Student accommodation for the purpose of attending school, for example boarding schools or residences for apprentices, is excluded from this regulation. Guests and companions of the spa can continue to stay if there is a connected outpatient clinic. In free access areas, the minimum distance from people outside the home, those who do not belong to the group of guests and staff applies.
Leisure, sport and culture
Leisure and cultural activities remain closed, except for libraries. The rule of 10 m² per visitor applies here. The parks remain open.
The events are generally prohibited. For example, professional meetings, demonstrations (provided that minimum distances are respected and mouth and nasal protection are used), funerals with a maximum number of participants of 50 people, meetings in private homes and professional sporting events with professional athletes are excluded. . * who, however, must take place without an audience.
Indoor sports facilities are closed during the regulation period, with the exception of the use of the best athletes. Top athlete sporting events can take place indoors with up to 100 athletes and outdoors with up to 200 athletes plus coaches, supervisors, and people who are necessary for the implementation of the event. The corresponding sanitary concepts, controls and traceability must be guaranteed to minimize the risk of infection. In professional sports that involve physical contact, prevention concepts should be developed to minimize the risk of infection, which also include periodic molecular biology tests for SARS-COV-2.
Individual and recreational outdoor sports are still allowed if there is no physical contact in the sport-specific exercise. The necessary safety distances of at least one meter must be respected.
Official channels
When dealing with parties in administrative authorities and administrative courts, mouth and nasal protection is mandatory and the distance of 1 meter must be respected.
Activities within the scope of legislative and enforcement bodies, with the exception of transactions of the parties in administrative authorities and administrative courts, unless otherwise stipulated in the scope of internal rules, are excluded from the normative.
Public service is shifting to the home office in the federal and state administration when possible and is establishing a staggered start of work based on capacity.
