Because the role is patient. Ludwig has five years to implement the plans, or not. As is well known, reading old government shows is not one of voters’ favorite hobbies. And Ludwig will put up with sketchy criticism from the opposition. He knows it: his influence is on a new level.
This is not a coincidence, but the result of sophisticated planning. The town chief seems welcoming, often hesitant. But he is an ingenious architect of power. He proved it when he became party leader in a battle vote and silenced critics. With the change of coalition, he emancipated himself from his predecessor Michael Häupl and at the same time damaged the Vienna Greens. If the SPÖ does everything right and focuses on ecological issues (and that’s what it sounds like), it can permanently decimate its former partner. (The fact that Ludwig went along with the Neos in reducing traffic in the city center is final and well-placed advice against the already scruffy and soon-to-be former chief of the Greens.
Ludwig has the Neos, who were allowed to write the pact, under control. So what will actually be implemented, he will explain to Christoph Wiederkehr, the deputy mayor with the representative charm of the class, at the appropriate opportunity. Ludwig has also improved internally: City Councilor for Finance Peter Hanke, who has potential for the front row, has given him even more power and thus has brought him together. He turned the town planning over to the noisy Ulli Sima, who he sells as a “future issue” – he has taken away his favorite toys (public transport, garbage disposal, animal welfare). The fact that Housing Councilor Kathrin Gaál is now Deputy Mayor does not change the fact that housing remains a top priority.
Of course, not everything that Vienna needs can be found in the coalition pact: everything that the ÖVP believes to be good has been left out. That is also a calculation. The city chief approaches Chancellor Sebastian Kurz’s opponent.
Now you can expect high expectations from a politician who has run everything the way you need to.
