Mass test breakdown series: Linz exits IT platform

As problems with the federal IT system persist, Linz will now turn to its own system. There are mass testing flaws in the federal states: in Vienna, for example, the registration system at the city hall failed.

After there were apparently problems with the federal registration platform for mass corona tests on Friday, the city of Linz will turn to its own system, said Mayor Klaus Luger (SPÖ). The state of Upper Austria wants to decide after the weekend whether to activate its “Plan B”. LH Thomas Stelzer (ÖVP) spoke of “an unsurprising development” in view of the breakdowns: “As is often the case, the federal government advertises a lot, nothing works.”

“Instead of the announced IT solution, the company commissioned by the federal government is presenting new problems,” Luger said, justifying doing it with just one IT program. Starting from December 8, Linzers can register for the mass test at www.linz.at, which will take place throughout Upper Austria from December 11 to 14.

The country has yet to make a decision. It was announced that the breakdowns would be fixed on Friday. So you want to wait for the “stress test” on the weekend with the teacher’s test, it was said from the LH office. By Monday at the latest, it will be clear whether the country will launch its own registration program as well. “In Upper Austria, the authorities are working at full speed” to ensure that the mass test runs smoothly, he said.

The reason Linz will “pull the tightrope” is the “upcoming data chaos at the Health Ministry,” Luger said. For example, educators would have already stood in front of the testing station at the Linz Design Center with reserved spaces on Friday, although testing doesn’t start until Saturday. In addition, the federal government opened the registration option “too early, even for non-educators, and granted 60,000 citations instead of the 28,000 planned for Linz,” the mayor said. This would inevitably lead to unwanted crowds.

Queues and IT issues

Then the series of breakdowns continues. Even on the first day of the massive corona test, there are problems with the software made available by the federal government. Previously, a data breach resulted in the personal data of 800 people being passed on to third parties.

At the city hall, one of the three test sites in Vienna, the electronic registration system has failed, as reported by the armed forces. Data is now collected in the same way, that is, it is entered into forms.

At three locations, Stadthalle, Marx-Halle and Messe Wien, people can be screened for infections using a rapid test. In the morning, the fever was already high, among others in the town hall. A long line had already formed there, crossing March Park in front of him.

In Vienna, the armed forces were prepared for potential computer breakdowns from the start and were able to accept the evidence despite repeated system failures. People who came to the test with their registration code were temporarily registered with paper forms. The data will later be added to the system and the paper will be destroyed, according to the military.

People who tested negative on Tyrol initially were only delayed or not notified of their test results. Federal software is not available at this time. Now play it safe and test together with the municipalities with their own and proven system using “1450”. Most of the municipalities had switched to analog computing in the morning. This was no change for those who tested positive: they would continue to be automatically informed immediately after testing and would be asked to perform a PCR test.

With the software made available by the federal government, there are “massive registration problems” in Lower Austria, said Stefan Spielbichler of Notruf NÖ on Friday.

Failures in teacher tests

In Salzburg, teachers whose tests do not start on Saturday have been assigned an appointment for Friday. Those affected appeared and were also examined because the armed forces were ready to leave, the military command confirmed. Similar setbacks should also occur in Lower Austria. A woman from Gänserndorf has a confirmed appointment for lunch on Saturday, although in Lower Austria testing for the general population will not begin until December 12.

The confusion was also caused by a flawed ad in the “Look at you, look at me” campaign, which draws attention to massive corona tests across Austria. It appeared in numerous Austrian newspapers on Friday. The testing dates for Carinthia were given on December 12 and 13. However, there is no information that the tests will take place in the state on Friday, December 11.

Small positive results in Vorarlberg

The first controls performed as part of the crown mass test in Vorarlberg produced only some positive results. According to the country’s board, 12,131 antigen tests had been performed by 9.30 a.m., 51 of which showed a Covid infection. The relative proportion of positive tests was 4.2 per thousand. In the run-up to the massive tests in Vorarlberg, based on the South Tyrol experience, a positive turnout of one percent was expected.
