On Tuesday, the Spanish government announced that all travelers arriving from abroad would have to go through quarantine for 14 days. For vacationers, this means that for 14 days they can only leave their hotel or apartment with a face mask on urgent occasions: the beach and tapas bars would be in sight, but initially unreachable. The new regulation, with which Spain is adapting to similar regulations in Germany and other EU countries, will take effect on Friday. Anyone returning to Germany from Spain must be quarantined at home for two weeks: for a few days of freedom of movement on the beach, it would take four weeks in both countries.
The borders in Germany and Spain are still closed anyway. A regulation of the Spanish Ministry of the Interior, which was also published in the State Gazette on Tuesday, clarifies that as of May 15 only Spanish citizens, residents of Spain with proof of habitual residence and cross-border workers can enter. Not only from Madrid to the Mediterranean
But that could still be difficult now: “Just owning a property does not prove that you are a resident in Spain,” the Interior Ministry in Madrid said on Tuesday. Furthermore, the Ministry notes that in the course of gradual relaxation in late June, not even Spaniards can cross the borders of their home province. For example, if you live in Madrid, you have not been able to go to the Mediterranean.
The Spanish government is fighting for a European solution for cross-border travel. This Wednesday, the European Commission plans to adopt a plan that will encourage member states to “lift controls in the Schengen area in a coordinated manner if its epidemiological situation is close enough.” EU transport ministers will meet on Friday. At the CDU, demands for a rapid opening of Europe’s internal borders are increasing. In an urgent request on Monday night, the Lower Administrative Court of Lower Saxony suspended the general quarantine obligation for people arriving from abroad.
