The Vienna prosecutor’s office has, for the moment, Custody of eight of the 16 people arrested after the Vienna attack is requested. Nehammer emphasized that the well-equipped WEGA’s patrol service had proven its worth. One has learned in this regard from previous terrorist experiences. The emergency call itself was not unusual, most notably that emergency services were on the scene so quickly. Criticism of the executive’s approach was expected, the Vienna police president said. Gerhard Pürstl, but these are “individual opinions”.

“No deficit in equipment”

The fact that not all police patrols are equipped with assault rifles has to do with the fact that it is dangerous to shoot with them in urban areas if one is not properly trained, Pürstl said. “There are no deficiencies in terms of equipment or allocation.” The more officers trained for this, the more assault rifles they would receive.

Pürstl also warned against “reading a detective novel from behind.” The alleged indications that the author was in danger were relative: at the end of July indications were actually received that two foreigners of Chechen descent had tried to obtain weapons from a shop in Slovakia. Information on license plates and perpetrators was unclear, but possible perpetrators could subsequently be investigated.

“The clarification took”

The request for clarification from the authorities abroad took longer, they urged twice in writing and once by telephone. Assessing a person’s risk is not an easy matter, because there are internationally standardized procedures. The evaluations had given a corresponding table, which motivated the protection of the constitution to carry out more surveys. The fact that the subsequent perpetrator was actually the man who tried to sell the guns has never been established with one hundred percent certainty.

In a word: that there was a specific message that was not answered is wrong. A commission will assess what has happened, “and we are happy about that,” Pürstl said. They proceeded to the best of their knowledge and belief. But a risk assessment is always a forecast, and one should never be absolutely sure that nothing “happened”.

No raid or focal action was planned against the specific perpetrator, as already reported by the Kleine Zeitung.

Immediately after the formation of the turquoise green coalition, pretrial detention was one of the first issues that sparked discussions within the still young government. It is included in the joint government program, but immediately after its presentation, differences of opinion became apparent. He had recently gone silent on the subject. Due to the terrorist attack in Vienna, detention for security reasons is suddenly on the agenda again.

The ÖVP is pushing for more powers for law enforcement authorities in the persecution of terrorism. In a special session of the National Council on the attack in central Vienna, the Federal Chancellor said Sebastian Kurz (ÖVP) on Thursday, one does not always have the legal means to monitor and sanction Islamic extremists and other threats accordingly. The head of government himself was exposed to severe criticism from the opposition.

The fact that the ÖVP wants to push the issue can also be seen in the fact that a turquoise negotiating team has apparently already been established. According to a report from the “Kronen Zeitung” (Wednesday edition), the envisaged law against threats by the ÖVP should be the head of the club August Wöginger, Minister of the Interior Karl Nehammer and Minister of Integration Susanne raab negotiate. The green side kept a low profile for the time being.

So far, the Greens have been on the back burner on the issue. From the beginning it was repeatedly pointed out that the government program referred to an “additional offense of constitutional detention”. A change in the constitution has repeatedly been decidedly ruled out. As Türkis-Grün said in the government agreement, pre-trial detention is intended to provide a means of dealing with “persons for whom the facts justify the assumption that they endanger public safety.”

One Motion of censure of the FPÖ Interior Minister Karl Nehammer (ÖVP) was rejected at the end of the special session of the National Council on the terrorist attack in central Vienna. The free MP Dagmar Belakowitsch it had justified the initiative primarily by the fact that the Interior Department had ignored the Slovak information about the assassination attempt to buy ammunition or did not pass it on to the judiciary.

The others rejected the motion of censure. On the other hand, the coalition groups supported their own motion for a resolution to establish a commission of inquiry. In another motion, the attack on Monday was condemned and the desire for a concept of prevention was expressed. NEOS also gave its approval.
