“Ordinance on COVID-19 Emergency Situations”
According to the draft “COVID-19 Emergency Situation Ordinance”, leaving the private living room and staying outside the private living room (as it is already known from the spring) is only allowed for specific reasons. It is more clearly defined who can be found in the future, that is, under the point “meet the basic necessities of daily life”. This includes “contact with the partner not living in the same household or contact with individual close relatives or individual important reference persons with whom contact is generally maintained several times a week.”

Attention or assistance to people in need of support is allowed, as well as the “exercise of family rights and the fulfillment of family duties.” The supply of basic goods of daily life (shopping) and the use of health services are also included within the exception of “necessary basic needs”. It also includes ways of meeting the need for housing as well as religious reasons (visits to the cemetery or “individual visits to places of worship”), and the care of animals is explicitly mentioned.
Stay outside to relax physically and mentally
You are also allowed to leave for professional and training purposes “if necessary”. As in spring, it is also possible to spend time outdoors for physical and psychological recovery (the government cited sports or hiking as examples in the past).
It is also clarified that you can leave the residential area for undesirable visits to the authorities or courts, as well as to participate in elections provided for by law or to participate in referendums or voting, and also to avoid an immediate danger to life, limbs and property.
The privacy zone also includes residential units in accommodation establishments, as well as in the elderly, nursing homes and homes for the disabled.
Closed until December 6
All this should apply from next Tuesday (November 17), the end is set for December 6. The draft ordinance stipulates that the trade will now also be closed. The only exception is meeting daily needs, such as supermarkets, drugstores, and pharmacies. Body hugging services are also blocked, including the hair salon. If possible, work should be shifted to the home office.
Crown measures in the school sector are not included in the draft
This draft does not include the school sector, which will be regulated by the Ministry of Education with its own regulations. This is not yet available, but it needs to be arranged that all schools will also switch to distance learning by December 6 and that there will only be care (and no lessons) on site in case of emergency. Most kindergartens are also likely to close.
In addition, according to the draft ordinance, the obligation to maintain a distance of one meter applies in public places and indoors the obligation to use oral and nasal protection.
The health sector (in addition to pharmacies, for example, also the sale of medical products), agricultural and feed trade, service stations, banks, the post office, tobacconists, disposal companies waste and bicycle and motor vehicle workshops are excluded from the closing of the trade. Opening hours are limited from 6 am to 7 pm
Religious gatherings can still be held in the event area. Funerals are limited to 50 people. Additional essays are allowed in the artistic field.
The blockade again needs the approval of the main committee of the National Council. The exit rules and provisions for the event area must be confirmed there after ten days, so initially they should only apply until November 26.
Visits to hospitals drastically reduced
The most recent draft regulation for extended “lockdown” – available to the APA – also brings restrictions on hospitals and nursing homes. Recently, there were no numerical restrictions on visits to hospitals. Now only one visit per week and patient is possible, and only if the sick or injured person is admitted for more than seven days.
There are exceptions for pregnant women. You can be accompanied by a person during the exams. This also applies to the birth and subsequent visit. Other rules are also established for minors and people who need assistance. You can go with two people to the hospital and visit you there.
Employees should be tested for coronavirus once a week
Employees are required to perform an antigen or molecular biology test once a week. If it is positive, there is still a possibility that they will continue to be used, that is, when there have been no symptoms for at least 48 hours and based on the CT value greater than 30, it can be assumed that there is no longer any risk of infection. If insufficient evidence is available, a higher quality mask should be worn at all times when there is contact with the patient.
The same rules apply to employees in nursing homes. Here, however, it is explicitly stated that you should wear mouth and nose protection at all times. There is also a limit for patients that only one visit per week per patient is possible. A maximum of two people can accompany and visit children in the facilities for the disabled. The same generally applies to residents who need assistance when visiting.
Visits as part of palliative and hospice support are exempt from restrictions in both hospitals and nursing homes. Patient advocates or resident representatives and pastors are also allowed.
