Corona traffic light: It is also possible to demarcate half a district for Anschober

If the government relies on a legal basis to implement the crown traffic light measures, it will take even longer with the planned adjustment. Because the SPÖ and FPÖ announced in a newspaper that they did not want to approve the Covid law provided for in the Federal Council. In extreme cases, this can result in a delay of weeks.

Leichtfried threatens to veto

SPÖ club vice president Jörg Leichtfried specifically said that he did not want to pass the law, at least in the current version, both in the National Council and in the Federal Council. While the former is politically irrelevant, the latter could result in a delay of up to eight weeks.

The use of the traffic light is chaotic and incomprehensible to Leichtfried. The traffic light does not even appear in the Covid Law. The office of FPÖ chief Norbert Hofer joined in the rejection.

This means that the coalition will likely face negotiations with social democrats and / or libertarians. After all, Health Minister Anschober has already announced more precise details of the law. The opposition, which has a majority in the regional chamber, basically has two options to present its rejection. If you actively veto the matter, the National Council can still move forward with the matter after a few days through a persistent resolution. However, if the law is simply left behind, that is, if it is not discussed in the plenary session of the Federal Council, there is a delay of up to eight weeks. So the legal basis for the traffic light measures could not be created until the end of November.

Of course, the government has a legal opinion that at least the requirement for extended masks in commerce and for restaurant employees in districts marked “yellow” can also be enforced by ordinance. For other measures, such as the number of events restrictions, they actually wanted to use the new law as a basis. The decision is scheduled for the National Council meeting on September 23. The next Federal Council is scheduled for October 8. Of course, special sessions are also possible, which could speed up the procedure.

It is also possible to demarcate a half district for anchorage

Health Minister Rudi Anschober has specified the “anticipated additional regional differentiation, even within district boundaries.” For him, it’s about making demarcation even more specific, not just at the district level. “Where there is a need. That can be half a district or three municipalities,” Anschober told a news conference in Innsbruck on Saturday.
That has already been the goal, stressed the Minister of Health.

As a possible illustrative example of even stronger regional differentiation, Anschober cited Lower Austria, for example, where there is an area stretching from the Vienna area “to the mountains.” Then there could be a different virological situation, which would ultimately have to exist for a differentiation. “So there is a possibility of action to the extent that the yellow position of this district can be reduced, if it is justified in terms of content, to five, six, seven cities where the issue is really at home. So, the whole district it does not have to be affected “declared the minister.

Warning from “Fleckerlteppich”

At the same time, Anschober also warned of an “uneven carpet”. Differentiating between communities with slightly different infection levels that are “close together” is “not feasible”. A “logical differentiation and demarcation” is needed. All of these plans are part of the “post development process” in which the traffic light project is located. In any case, “they have not reached the terminal stage.” Anchober called on federal state experts to “actively contribute to the decision-making process.” In addition to the more specific delimitation, it is also about anchoring the tourist areas more strongly and taking into account the commuter flows.

“Amazed” by the criticism from Linz

Regarding the harsh criticism of the city of Linz and the state of Upper Austria for the yellow position of the state capital, the minister remained calm. The committee of experts had made “fact-based proposals” or recommendations, and he was implementing them. Anchober did not want to give a specific reason for assessing the situation in Linz, but: he had inferred from public discussion, in which these experts had also participated, that the cumulus formations had “existed for a relatively long time and were relatively stable” in Linz. It is not a new cluster in which one can be optimistic that “it will be resolved in two or three weeks”. Apparently this was the main reason. The reaction of those politically responsible in Upper Austria “surprised” him, according to the minister, himself from Upper Austria. After all, until a week ago, the same framework conditions now associated with the yellow position would have applied in the state with regard to the protection of the mouth and nose.

Regarding the national regulation in terms of winter tourism and après-ski, Anschober confirmed the information from the LH Günther Platter ÖVP) of Tyrol, according to which it should be presented in mid-September. Furthermore, they want to coordinate this issue with Austria’s neighboring countries, “not only to avoid distortion of competition, but also for common protection.”
