So far, according to the COVID-19 Measures Law, only the district administrative authorities were authorized to carry out on-site inspections. According to one of the drafts presented to the APA, it must now be stipulated in the measures law that this control activity can also be carried out by the “organs of the public security service”, but only at the request of the district administrative authorities. In any case, the controls do not include the private residential area, which is basically excluded from the definition of “certain locations” according to the Measures Law.
Another innovation concerns the preparation of the corona vaccination strategy: with the permission for paramedics to administer corona vaccines in the future, it must be ensured that a large number of personnel are available. In any case, vaccination should be done under medical supervision, and paramedics should only be able to vaccinate if they have at least 2,000 hours of experience in the last five years and have received the appropriate training. Another prerequisite is that vaccinations take place in “structured facilities,” such as vaccination lanes, on behalf of the state medical authority. And paramedics will only be able to perform a corona vaccination for adults, as “specific expertise” is required for children, according to the draft.
