For those affected by the insolvency of Commerzialbank Mattersburg (Cb) and other coronavirus-related company closings, the state of Burgenland is creating an insolvency labor foundation with initially 100 seats. The state of Burgenland and the Labor Market Service (AMS) share the costs of 700,000 euros, explained Governor Hans Peter Doskozil (SPÖ) in Eisenstadt on Wednesday.

“The foundation should cover not only the Commerzialbank Mattersburg area, but all insolvencies related to Covid,” Doskozil emphasized. The goal is to offer perspective to people affected by unemployment.

Those affected by bankruptcy are offered retraining, training and higher education, said Regional Councilor Leonhard Schneemann (SPÖ). People who come from insolvent companies and people who have their main residence in Burgenland are eligible. “This model is not intended to help you slide into pension,” stressed Schneemann. The additional training is also financially compensated. There will be an unemployment benefit from the foundation and an additional subsidy of 60 euros per month. The duration of the stay at the foundation is open, but it must not exceed an average of 15 months.

Back to the job market

Foundation participants should be able to regain a foothold in the job market. That is why there is vocational guidance, as well as continuing training and higher education. This could also happen in the federal states. For example, apprenticeships with a shorter learning period and entry to vocational schools are possible. Graduates can also visit universities or technical colleges and start a bachelor’s degree, Schneemann explained.

The state council declared that the situation on the labor market in Burgenland was “not rosy” due to the crown crisis: there will surely be higher unemployment figures in the autumn. Compared to August of the previous year, there are around 28 percent more unemployed in Burgenland.

Currently, companies continue to receive contributions and deferred taxes to social security. “When this postponement comes to an end, it will be the day of truth. And here we are already waiting for more insolvencies, ”said AMS Country Manager Helene Sengstbratl.

The labor foundation is flexible: the advisory board has to decide to add another company to the foundation. The next day, those affected could start a professional orientation.
According to Doskozil, the labor foundation is set up in such a way that it can be expanded. One has the experience that between five and 20 percent of laid off employees go to the foundation and undergo a career orientation and then a qualification, Sengstbratl reported.

Former Klikovits board member in personal bankruptcy

Meanwhile, the private bankruptcy was opened on Wednesday through former Commerzialbank board member Franziska Klikovits. The liabilities amount to 80 million euros, announced the Alpenländischer Kreditorenverband (AKV Europe). Klikovits declared bankruptcy of the bank and the resulting liability claims as the cause.

Klikovits has been unemployed and registered with the AMS since she resigned as a member of the Commerzialbank board on July 14 and was officially closed. According to AKV Europe, the number of creditors cannot yet be quantified. Bankruptcy claims can be filed until November 30. The statutes of the exams are scheduled for December 14th.

The lawyer Georg Rupprecht in Baden was appointed insolvency administrator, who also handles the debt settlement procedure through former bank boss Martin Pucher. According to AKV Europe, the former board member’s existing assets are now being inventoried and estimated. Only then is it possible to make a statement about the prospects for creditor satisfaction. Klikovits has yet to submit a request for debt relief.
