In government, and therefore not only in the ÖVP, but also among the Greens, who are particularly sensitive to fundamental rights, this is considered compatible with the European Convention on Human Rights. There are examples in Germany and France, said Green Justice Minister Alma Zadic. Formally, terrorist criminals must join those dangerous repeat offenders for whom the implementation of the measures is possible.

Preventive electronic monitoring of released threats is also planned, for example, using a bracelet or ankle bracelet. This is a strong but necessary intervention to protect people from these “time bombs,” Kurz said in the press lobby. He recalled the more than 300 of Austria’s so-called “foreign terrorist fighters”. Half of them have returned and represent, as the previous week’s attack demonstrated, a massive threat to security in the country.

Other points include the possibility of withdrawing Austrian citizenship after a conviction for terrorism, the withdrawal of a driving license and stricter gun laws. Y: There should be an “explicit prohibition by criminal law of political Islam in Austria”, as the Minister of Integration Susanne Raab (ÖVP) explained. How exactly this should be designed, he left it open.

Extremist associations and places of worship want to be able to shut down more easily in the event of terrorist propaganda; there should be a magnet directory for this. In addition, the powers of prosecutors and courts for criminal cases of terrorism will be grouped. A first legislative package will be evaluated in early December.

Another point of the reform – after the mishaps of investigation and communication that have become known – is the restructuring of the protection of the constitution. Vice Chancellor Werner Kogler promised “a reform of the BVT (Federal Office for the Protection of the Constitution and Against Terrorism, note) in the head and the members.” Before that comes the comprehensive analysis of errors, the investigative commission for this will be presented tomorrow, Thursday.

Interior Minister Karl Nehammer (ÖVP), whose family had to be placed under police protection due to Islamist threats, promised to separate the intelligence service from the state police part of the BVT. “The fight against terrorism has no color,” he probably said in the direction of the Greens. For them, Kogler meant that the package was directed against all kinds of terror, and thus also against neo-Nazis.

The opposition reacted skeptically to the announcements. The existing legal situation would have been sufficient to prevent the attack in Vienna, SPÖ deputy chief Jörg Leichtfried said at a press conference. Now he wants to see the government’s proposals and then discuss them. For the FPÖ, the club’s boss, Herbert Kickl, called for a “law prohibiting political Islam”, but described some points of the package as worthy of discussion. NEOS identified a “headline policy” and insisted that the murder be investigated before taking a decision to toughen it up.
