2. Mass test for everyone: There will be a second test at the end of the year. It’s still open either just before New Year’s Eve or before work starts again, that is, at the end of the holidays.
The preparation of the massive tests is coordinated by the Federal Chancellery, together with the Ministry of Health. We are working at full speed on implementation with the federal states, municipalities, cities, other affected ministries, the military, and blue light organizations. The goal of mass testing is to gain experience in the logistics and organization of mass vaccination.
Starting this week, the Council of Ministers will adopt a plan for mass testing and a vaccination plan to be prepared for the time after closing.
But when does the confinement really end? When is hard blocking a success? And how far does the number of new infections have to drop for schools and businesses to reopen as of December 7?
Health Minister Rudolf Anschober wants to commit to only one number for now, the “reproductive factor”. This statistically expresses how many people a person infected with corona infects. If it is 1, a sick person infects another person. If it is 1.5, a sick person infects a person and a half. According to Anschober, the R factor must be “well” below 0.9 after the total lockdown to be considered a success. And it is also clear: shops and schools can only open with a strict security concept. “Otherwise, we will run into a third wave.”
