When does the confinement end?
Vice Chancellor Werner Kogler said at “press time”: “Nothing gets fixed in times like these.” The hard lockdown is scheduled to end on December 6 and gradually open from December 7.
Schools should be fully open again starting Dec. 7, Kogler says. Namely, kindergartens, lower grades and higher grades.
Stores must also open from December 7, that is, they must also be open on shopping day on December 8.
A “strong downward momentum” is necessary
Kogler believes that the government “will be able to stick with this plan.” But the gradual opening depends on the infection process. And not only the daily number of new infections is decisive, but also the reproductive factor (this is the number of people infected by an infected person). This number is currently 1, but it should drop well below 1, Kogler says. Furthermore, the daily number of infected people would have to “decrease drastically” and the dynamics would have to decrease drastically.
Weapons for animal diseases, sending books.
Regarding individual regulations, Kogler says: Gun shops would have wanted to close to get public help. But they have to stay open because there are animal diseases, for example, and weapons are needed there. It is not possible to make private purchases of weapons.

“Unacceptable” is that it takes ten to 14 days from the onset of a symptom to the test and the test result and contact. No more than 24 hours should pass for each of these steps. That should work after the current crash.
No trial guarantee for everyone
As for the massive tests announced by Chancellor Sebastian Kurz at “press time” a week ago, Kogler says he “cannot guarantee” that everyone will be able to test four days before Christmas. ” The massive tests are coordinated under the leadership of the Federal Chancellery, and the government is trying to organize them as best as possible.
“Massive complaints at BVT”
On the crisis of protection of the constitution and the terrorist attack, Koger says that “massive mistakes have been made” in the BVT. It is “obvious that there are massive complaints in the BVT” and “the current legal situation would have been sufficient” to prevent the November 2 attack. The focus is now on a reform of the BVT “in the lead and links”.
Regarding the anti-terror package, which provides for the safe custody of threats, Kogler says: In the future, there will be no attempt to lock up someone for life, which is not compatible with a liberal legal system. At the same time, it is about repelling terrorist attacks precisely against this liberal constitutional state.
He did not believe that a constitutional amendment was necessary for the terrorism prevention package, but if one were necessary, he did not rule out such an amendment.

Hebein was not elected by the city council green club to any senior position (non-executive directors, club presidency). But she is still party leader and still wants to arrange her succession.
