The federal government develops a comprehensive anti-terrorist package | SN.at

On Wednesday, the Federal Government decided in the Council of Ministers to take measures to prevent an attack like the one in Vienna in the future. Those at risk should be locked up and the influence of foreign hate preachers “turned off” beforehand.

Federal Chancellor Sebastian Kurz (ÖVP) said: “Our country mourns the victims, mourns those who remained, but that alone is not enough.” The Islamist ideology must be fought with all means. That is why the federal government has approved a comprehensive package, and would also like to thank the coalition partner for this. In the future, dangerous people could be locked up, similar to mentally abnormal lawbreakers, “so that people in Austria are safe.” The Federal Chancellor emphasized that decisions must always be made on a case-by-case basis, “but the situation is such that people are currently being released from jail without it being clear whether they are also de-radicalized.” Think that is unsustainable. Because even across Europe, it is often said in terrorist attacks that the authorities had terrorists on their radar. “The bottom line is: what about who remains a threat after incarceration?

Vice Chancellor Werner Kogler (Greens) added that this anti-terror package was effective against all kinds of terror, including that of neo-Nazis. “The goal of all of them is to divide our society.” According to him, the package also tries to improve conditions for the investigating authorities. “There will be another reform of the BVT on the main and subsidiary links,” announced Kogler. This also includes the duty to inform prosecutors and courts. The protection of the constitution must be depoliticized. Furthermore, access to weapons is a delicate point; the BVT file on extremism should be consulted when issuing new arms passports. “Another important point is the obligation of vigilance after discharge in the case of terrorist crimes.”

Interior Minister Karl Nehammer (ÖVP) announced a reorganization of the protection of the constitution, which should guarantee more security in this republic. Therefore, it is a question of separating the intelligence and police structures in the BVT. Electronic surveillance of the residence is important to jeopardize the business in the future. “For release you need a clear prognosis that the perpetrator is not a perpetrator,” Nehammer said. Furthermore, deprivation of citizenship must be associated with crimes of terrorism. The Interior Minister confirmed that he and his family were being threatened.

“No threat should be left unguarded”

Justice Minister Alma Zadić (Greens) said: “I can assure you that we, on the part of the judiciary, are doing everything possible to help solve the crime, we owe it to the victims and their families.” The investigating commission must clarify in detail how the event could have occurred a week ago. For the Minister of Justice, it is essential to refine the obligation of information and improve the flow of communication. As an example, he cited case conferences such as domestic violence, where various actors can establish contacts. “We will establish appropriate security departments in prisons to prevent further radicalization in detention.” After their arrest, the convicted terrorists cannot disappear from the radar of the security authorities, they must be closely monitored, “no one who threatens can remain unguarded.” Dangerous terrorists would also have to be safely housed after incarceration, as would dangerous repeat offenders. “We must not forget the victims and their families,” Zadić stressed. A compensation and psychosocial care fund will be created for the bereaved.

Integration Minister Susanne Raab (ÖVP) wants to eliminate the breeding ground for political Islam. It is important for her to say that it is about the fight against extremism. According to her, new crimes will be introduced, for example, an “explicit ban on political Islam.” It cannot be that Islamist associations can invoke freedom of expression. Mosques should also be closed if radical ideas are spread. Raab is also a thorn in the side of foreign funding for institutions, and influence from abroad should be “turned off,” he said. “We want to ban an ideology that runs against our basic Western values.”

The most important measures

  • Preventive electronic control of the released threats, as well as the accommodation of terrorist criminals in the implementation of the measures, which the ÖVP refers to as “preventive detention”.
  • The possibility of withdrawing Austrian citizenship following a terrorism conviction, the withdrawal of driver’s license and stricter gun laws, as well as “supplementing crimes to effectively combat religiously motivated political extremism (political Islam)”.
  • Extremist associations and places of worship want to be able to shut down more easily in the event of terrorist propaganda; there should be a magnet directory for this. Foreign imams (“hate preachers”) must also register.
  • In addition, the powers of prosecutors and courts for criminal cases of terrorism will be grouped.
