“The most dangerous thing here is the spontaneity and unpredictability of the acts, whether they are individual perpetrators or terrorist groups. Special units in their traditional form inevitably arrive too late in such cases and only arrive at the crime scene when it is all over, ”Kickl said. Therefore, an acceleration of the reaction capacity and intervention of the special units, in particular the COBRA, was sought. “COBRA is currently a permanent unit coming out of the barracks to its operations and therefore cannot be used for spontaneous systems,” says Kickl. The aim was to ensure adequate special deployment capabilities in provincial capitals such as metropolitan areas, but also across the board, either through COBRA as a federal unit or through separate units of the provincial police headquarters based on the model WEGA in Vienna.
There is also an international trend to make special units more flexible. In Europe, England, especially the London Police, and the Netherlands are leading the way. “The basic principle is: parts of the special units must be present in the field, on the one hand to deter possible perpetrators and, on the other hand, to be able to intervene as quickly as possible. But this requires a global concept that consists of several levels and forms of use. That would have been the goal of the project started during my tenure and could have been achieved by the end of this year if the old black nomenclature, which had returned to power at the IMC, had not suddenly pressed the stop button for completely inexplicable reasons, “he said. The reasons for this can only be speculated. Presumably, they are in the self-interest of the directors of the state police, from whose ranks Helmut Tomac, one of the general secretaries, was promoted to top BMI official. “In any case, this shows once again how the interests of black power endanger the security of Austrians,” said the president of the liberal club.
