Green Vice Chancellor Werner Kogler has announced another unemployment bonus. As in the period from May to August 2020, up to 450 euros will be distributed to those affected. But shortly after the announcement, the Public Employment Service (AMS) raised the alarm. Because the details were not yet known, there was a fear of receiving calls from hundreds of people who wanted to know more about the Corona bond. “Today” provide the details:
When and to whom the unemployment benefit applies
The new unemployment benefit is scheduled for the three-month period from October to December 2020. Approximately 410,000 beneficiaries should benefit. In the period from May to August 2020, people who had received unemployment benefit, emergency assistance or transition allowance were eligible, but not those who received sickness benefit, continuous training benefit, benefit retirement benefit, partial pension, retraining benefit or subsistence allowance. Now this regulation is expected again.
The bonus will now be paid out in different stages.
The way the bonus is calculated is new. In the summer it was a requirement to have at least 60 days of unemployment benefits between May 1, 2020 and August 31, 2020. Now a tiered method is used. The entitlement applies to those who were unemployed between September 1 and November 30, but the amounts vary by duration. Those who have been unemployed for at least 15 days receive 150 euros, those who have been unemployed for at least 30 days receive 300 euros and those who have been unemployed for at least 45 days receive 450 euros, according to the Ministry of Labor.
Considered a new payment date
In the case of the first single payment, the amounts were paid on September 2, 2020 at the end of the entire entitlement period. This time it should go faster, they say. The new one-time payment should be a kind of “Christmas bonus” and should be paid in December or late November 2020, and not in January 2021. An exact date has not yet been set, but it can be speculated that the ” Christmas “for the unemployed could traditionally take place at the end of November near the payment of employee wages.
How the one-time payment is valued
There is criticism of the new bond because, again, it is a one-time payment and not a general increase in unemployment benefits. Volkshilfe welcomes the step in a transmission, but considers that the one-time payments are “completely inappropriate”. A permanent increase in unemployment benefits is needed to ensure people’s livelihood, according to the director of Volkshilfe Austria, Erich Fenninger. It sounds harsher from the SPÖ, which speaks of a “turquoise green alibi action” (SPÖ social spokesman Josef Muchitsch) and a “bankruptcy declaration” (SPÖ club chief deputy Jörg Leichtfried).
How Kogler defends the measure
Vice Chancellor Kogler reacted in surprise to the criticism of the SPÖ, which existed even before the single payment was announced: Not only was the payment the same for all those affected, but “I had never caught the SPÖ doing that at some point in the past. last decades. Unemployment benefits would have increased. ” The current measure refers to “collective amounts paid,” for what is known as a lump sum payment, Kogler said. “In truth, we now have 150 euros more every month for six months,” said the vice-rector.
What about the one-time unemployment payment?
That is still completely open at the moment. Regarding the situation of the labor market in 2021, “there is still much to look at. Firstly, how part-time work continues, which is already proving its value, secondly, creating more jobs, and there are also programs. And how he is going to continue with unemployment benefits, then we will also look at each other, “Kogler said.
