The mayor is not directly elected

First, the mayor is elected by majority vote at the constituent council meeting after the election. The future boss may belong to the city parliament, but he does not have to. However, it should theoretically be possible to choose it. The municipal council has the same staff as the state parliament. Therefore, the mayor is also the governor of Vienna and is sworn in by the federal president in this role. This is followed by the formation of the current government, the so-called city senate. This is where the proportional representation system comes into play, that is, the proportional distribution of political power.

In addition, the mayor is assisted by two deputy mayors. According to the city’s constitution, the strongest party is entitled to the first deputy mayor, the second strongest party from the local council to the other. However, this rule only comes into play if the second strongest party has won at least a third of the seats.

After the 2015 Vienna elections, Maria Vassilakou (Greens), when the SPÖ gave up their royal rights, and Johann Gudenus (FPÖ) became deputy mayors of Vienna. Birgit Hebein (Greens) and Dominik Nepp (FPÖ) are currently in office.
