The most controversial was the amendment to the Epidemic Law, which only ÖVP and the Greens approved. It is less about the framework conditions for screening programs planned in the course of the crown crisis. The opposition again viewed the possibilities of regulating access to events with skepticism. These may be linked to the fulfillment of certain conditions or requirements or restricted to certain groups of people and professions.
In addition to the use of contact tracking technologies, no criteria can be based on crown risk groups, gender, ethnicity, age, religion, beliefs, and sexual orientation. The coalition had defined this restriction at the request of the opposition. Even today, ÖVP and the Greens ordered rejection to occur in the National Council and veto in the Federal Council.
The second decision, which was blocked in the meantime and in which NEOS joined the coalition, is about the Volunteer Recognition Fund. This allows them to also promote activities and initiatives that have been undertaken to face the crown crisis. The fund will have 600,000 euros from the crisis management fund.
Legislative package number three, which was only approved a second time by the ÖVP and the Greens, was a tax package that exempted intra-Community purchases and deliveries of protective masks between April 13 and August 1. The amendment also includes the authorization to allocate 650 million to the guarantee fund established by the European Investment Bank in the crown crisis and assume federal responsibility in the form of guarantees of up to 720 million euros to support short-term work to European level.
Furthermore, with the support of NEOS, a package was determined that affects administrative procedures and has certain restrictions on the traffic of the parties as one of its consequences. In addition, the term to face the integration agreement will be extended.
