A Connecticut suspect killed himself with a mask intended to prevent the spread of Covid-19, officials say

The death of the resident is a suicidal reign, the Chief Medical Examiner’s office told CNN.

Daniel Ocasio, 32, was found just after 5 a.m. Wednesday at the Corrigan-Radgowski Correctional Center in Montville, Connecticut, with a ligature tied around his neck, DOC spokesman Andrius Banevicius said in a statement sent to CNN.

“The ligature was made from the cloth mask that was issued to the infestation population to prevent the spread of the new coronavirus,” the statement said. Staff tried to provide medical assistance and called 911, the DOC said. Ocasio was taken to a local hospital where he was pronounced dead.

His death is being investigated by the DOC security department and Connecticut police, Banevicius said.

Ocasio, from Windsor, Connecticut, has been at the facility in the Uncasville area of Montville since Aug. 5 on a third-degree burglary charge, according to the DOC. He was held on a bond of $ 10,000.

His death comes at a time when prison reform advocates are sounding the alarm about the risks facing inmates amid the coronavirus pandemic. Prisons and prisons have become hotbeds for the virus and clusters have been reported in correctional facilities across the country.
According to an analysis published in July by researchers at the Johns Hopkins Bloomberg School of Public Health, the rate of infection among inmates and residents was about 5.5 times higher than in the general U.S. population. Researchers said the rate of infection was 3,251 cases per 100,000 inhabitants, compared to 587 cases per 100,000 in the general population.
The death rate of American prisoners was three times higher than the general population, after adjusting for differences in age and gender. The analysis found 39 deaths per 100,000 prisoners compared to 29 deaths per 100,000 in the general population.

More than 1,300 inmates in prisons in Connecticut have tested positive for Covid-19, according to the Department of Corrections. At least seven have died.

In response to Ocasio’s death, the American Civil Liberties Union of Connecticut called on the Department of Corrections to complete a “full investigation” and said it was the department’s “constitutional and moral responsibility” to keep submitters safe. .

“Daniel Ocasio is still alive today, and the DOC had a duty to prevent his death,” Connecticut Executive Director David McGuire said in a statement Friday.

Asked about the ACLU’s statement, DOC spokesman Banevicius said the department’s investigation was ongoing and declined further comment until it was complete.

“However, it is sad and unfortunate when someone makes the conscious decision to take their own life,” he said.
