Organize the mobilization, reception, distribution and use of voluntary contributions to support people in overcoming the difficulties caused by natural disasters, epidemics and incidents; patients suffering from dangerous diseases guarantee efficacy, punctuality, encouragement, honor and create favorable conditions for organizations and individuals to promote the spirit of solidarity, reciprocity, love and mutual support. In order to stabilize life, restore and develop the production and daily life of people, in the ordinary meeting of August 2020, the Government approved the proposal to develop a Government Decree on mobilization and reception. , distributing and using voluntary contributions to help people overcome difficulties caused by natural disasters, epidemics and incidents; patients with fatal diseases.
The Prime Minister directs the following: The Ministry of Finance will urgently assume the primary responsibility to study and obtain broad and complete opinions from the ministries, branches, agencies and subjects directly affected, formulating a Decree. above to replace Government Decree No. 64/2008 / ND-CP of May 14, 2008, to be presented to the Government in accordance with the law.
The Prime Minister assigned the People’s Committees of the centrally managed provinces and cities within his scope of responsibility to urgently coordinate with the Vietnam Homeland Front Committee at the same level, the Red Cross and relevant agencies to guide and assist organizations and individuals to carry out relief activities in the correct directions, the appropriate subjects, in accordance with legal regulations, ensuring transparency, objectivity and equity among the relief beneficiaries.
Decree No. 64/2008 / ND-CP on the mobilization, reception, distribution and use of voluntary contributions to support people to overcome difficulties caused by natural disasters, fires, serious incidents, patients with serious illnesses. In which, Article 5 stipulates that organizations and units will receive and distribute relief money and goods, including:
1. Central Committee of the Vietnam Fatherland Front; Vietnam Red Cross Association; central and local media; Committee of the Front of the Homeland and Red Cross Association at all levels at the local level.
2. Social funds and charity funds are specified in Government Decree no. 148/2007 / ND-CP on the organization and operation of social funds and charity funds.
3. Organizations and central units permitted by the Central Committee of the Vietnam Homeland Front; Local organizations and units are permitted by the Committees of the Front of the Fatherland at the provincial and district levels.
Apart from the organizations and units mentioned above, no organization, unit or individual is entitled to receive relief money and goods.
