In this regard, Mr. Nguyen Van Phuc, Vice Minister of Education and Training, said that the implementation of the organization and operation of each specific university, in addition to Law 34 and the Law on Higher Education in general (Law 34 only corrects changing some Articles of the Higher Education Law, so the unaltered contents of the Higher Education Law issued since 2012 remain valid), schools are still governed by other laws.

In addition, according to Mr. Phuc, in Decree 99 that governs the implementation of Law 34, there is a provision that must comply with Party regulations (the Higher Education Law issued in 2012 and Law 34 issued in 2017 also stipulates that public institutions of higher education that have party organizations, party members, and party organizations must operate in accordance with Party regulations).

“Therefore, to solve the current problems related to Ton Duc Thang University, the relevant agencies not only rely on the Higher Education Law and 34, but also must apply all regulations. the legal regulations, other laws related to non-commercial public units, the management of the school party members and the organization of the party in accordance with the Party regulations, ”said Mr. Phuc.
