The General Confederation of Labor of Vietnam can only treat Mr. Danh as an official under its direction. Responding to this question, Deputy Prime Minister Vu Duc Dam said that the Ton Duc Thang University case was “unique” because at the time of the disciplinary action, Mr. Danh from this school did not have a school board.
