According to the indictment, from 2008 to 2011, Mr. Nguyen Thanh Tai served as Vice Chairman of the Ho Chi Minh City People’s Committee, in charge of planning, architecture, construction investment and construction. housing management.

On the infringement in Land Allocation Case No. 8-12 Le Duan Street, District 1, initially identified Mr. Nguyen Thanh Tai due to his emotional relationship with Ms. Le Thi Thanh Thuy (41 years old, former President of Hoa Thang Company) Year, Chairman of the Board of Directors of Lavenue Investment Joint Stock Company) that you assigned to your company.

This 4,896 square meter lot is owned by the State, managed by Housing Business Management Company Limited (known as House Management Company) under the People’s Committee of the City. Mr. Tai ordered his subordinates to hand over the land to Ms. Thuy’s company.

Based on the House Management Company’s proposal, Mr. Tai approved the establishment of a new legal entity to invest in the project. In which, the Housing Management Company contributes 50% of the shares, the rest are 4 companies from the Ministry of Industry and Commerce.

After that, House Management Company proposed to Hoa May Company Thuy’s participation in 30% of the project. In establishing the new name, Lavenue Investment Joint Stock Company, Ms. Thuy, then President of the Hoa May Company, served as President of the Lavenue Company.

It is worth mentioning that 50% of the initial capital contribution of the 4 companies of the Ministry of Industry and Commerce is a source of indebtedness of other companies. Very quickly after that, these 4 companies sold 50% of their shares to the loan business. As a result, the state capital in the project is only 20%, the remaining 80% falls into private hands.

In the above case, there is also the role of Ms. Nguyen Thi Thu Thuy (former Director of the Housing Management Company). She signed the notice, proposed to the Hoa May company to participate in the project, proposed the establishment of a new legal entity to exploit the project; Advise Mr. Nguyen Thanh Tai to sign a decision to liquidate, dismantle house No. 12 on Le Duan Street …

Currently, Ms Thuy has fled. The Ministry of Public Security has decided to separate the criminal case, suspend the investigation of the accused and issue a search warrant against Mrs. Thuy, when she is captured, it will be processed later.

The violations of Mr. Tai and his accomplices have caused a loss of VND 1,927 million.
