Storm No. 9 swept through, some hydroelectric reservoirs in Kon Tum could not withstand the pressure of constant heavy rains, forcing the flood discharge. In addition, constant heavy rains caused National Highway 24 to pass through the Mang Den Pass, Kon Plong district seriously damaged.

On October 28, the Steering Committee for Natural Disaster Prevention and Search and Rescue in Kon Tum province ordered the operation of the Se San 4 hydroelectric reservoir and the Ialy hydroelectric dam.

Consequently, the Se San 4 hydroelectric plant will operate by lowering the water level of the lake to trap flooding. The maximum total discharge volume from this lake is known to be 884 m3 / s (including discharge through the spillway and flow through the unit).

The dam owner will be based on meteorological and hydrological forecasts, will calculate the actual flow to the lake and estimate the possibility of increasing the water level of the lake, and will execute the operation to regulate the discharge of floods in accordance with the regulations.

Particularly for the Ialy hydroelectric reservoir, the total maximum discharge volume from this lake is up to 200-1000 m3 / s (including discharge flow through the spillway and flow through the unit). Therefore, the downstream areas of the two previous hydroelectric plants can withstand medium to large flooding.

Continuous heavy rains for many hours caused Km122 + 420 Highway 24, a section that passed through the Mang Den pass, subsidence of Kon Plong district, to divide half of the road surface with cracks of almost 10 cm, approximately 20 m long. Vehicles moving through the aforementioned area fear traffic safety.

So far, the Kon Tum Province Fire Prevention and Rescue Command has not been able to produce detailed statistics on damage to people and property.
