In the 2007 indictment, the Ho Chi Minh City People’s Committee approved the investment in the construction of a hotel and part of a shopping center by decision of the Prime Minister.
In the process of implementing Land Management Policy No. 8-12 Le Duan, the defendant Le Thi Thanh Thuy used a personal emotional relationship, influencing Nguyen Thanh Tai to sign many documents. At the same time, they also ordered the defendants Thuy, Kiet, Nam and Ut to commit violations of the law in the administration and use of state property.
Specifically, the defendants approved a change in the investment policy that allows private companies to contribute capital to implement the project; decision on land allocation and land leasing in the form of designation without going through an auction for land use rights; decided to apply two forms of land allocation and land lease for the same project and for the liquidation of house No. 12 Le Duan not to auction the property, creating the conditions for Thuy to participate in the project.
As a result of these errors, the ownership of land area 8-12 Le Duan Street changed from state ownership to illegal private company ownership.
The alleged acts of the accused have caused a loss and waste to the State for an amount of more than 1,900 million VND.

However, considering individual responsibilities, Mr. Le Hoang Quan assigned defendant Tai to be in charge of the project at the 8-12 Le Duan field, but it was not reported, so he did not quickly detect the error.
