The meeting was attended by 315 official delegates representing 58,143 party members across the provincial Party Committee; of which 49 deputies are members of the Party Committee of the XIX mandate and 266 are officially elected through congresses of 11 Party committees dependent on the Provincial Party Committee.

With the theme “Strengthening the construction and rectification of the Party and a clean and strong political system; promote the strength of the great unity of the people; promote innovation, build Bac Ninh province to develop stably; basically become a city ​​under the Central Government in the direction of civilization and modernity ”, the Congress will evaluate the implementation of the Resolution of the XIX Provincial Party Congress and will determine directions, goals and tasks. solution for the period 2020-2025; review the leadership of the Committee of the Party of the XIX legislature; contribute ideas to the draft document of the XIII Party Congress; elect the XX Provincial Party Committee and the delegation to attend the XIII National Party Congress.

In the preparatory session, the Congress elected the delegates of the Presidium, the Secretariat, and the Evaluation Board; approve the Agenda, Regulations, Regulations, and Regulations for Congressional Elections; Report synthesizing comments and contributions to the draft document of the XIII National Congress of the Party; Report on the examination of the situation of the delegates to Congress; Assignment of Delegation Groups and place of discussion; Service notice for the congress.
