Specifically, up to now, 61 Chinese personnel have been present in the project. As of early November, 36 more employees were still arriving in Vietnam. The 150 Chinese employees working on the Cat Linh – Ha Dong railway project are expected to be fully present in November.

Meanwhile, the consortium of independent consultants to assess the security of the system (Apave-Certifier-Tricc) is not present in Vietnam. The consulting unit has around 8-10 people, due to the complicated situation of Covid-19 in Europe, the group of experts has difficulties to move and enter Vietnam.

This is also a mandatory stage in the process of safety assessment and certification of the urban rail system in general. After the trial operation period, the consultant will evaluate and issue a certificate of the project’s safety and quality system and submit it to the Vietnam Registry for evaluation and certification to put it into official operation.

Based on the results of the trial operation of the entire system, the consultant, the security monitoring, acceptance and evaluation consultant will issue a certificate to the system. The general contractor for EPC is China Railway Bureau Corporation Limited and the construction supervision consultant is the Beijing Railway Construction Design Research Institute GSXD Co., Ltd.

According to the original plan, the project will be completed by the end of 2017, but due to the breach of commitments by the General Contractor, so far this railway is still “missing by appointment” and cannot be put into operation.
