Assistant Attorney General John Demers announced on October 28 that charges had been brought against 8 individuals involved in “China’s illegal law enforcement campaign called” Caza “(Fox Hunting)”.

“Since 2014, China has been involved in a worldwide campaign known as ‘Fox Hunting.’ China describes ‘Hunting Fox’ as a global anti-corruption campaign aimed at locating fugitives around the world and bringing them back to China for trial. In many cases, however, the “persecuted” are political opponents, dissidents and critics of China, “Demers said at the press conference.

According to the Deputy Attorney General of the United States, the “Hunting the Fox” campaign has “clearly violated international laws and norms.”

Chinese “fox hunting squads” went to the United States to “locate the fugitives, then intimidate them and use other tactics to force them back to China,” Demers said. – where they will face imprisonment or worse illegal trials ”.

Mr. Demers said that five Chinese arrested in New York, New Jersey and California would face charges of “conspiracy to act in the United States as illegal Chinese agents.” Of the 5 detained, 3 are still in hiding and are believed to be in China.

The notification from the US Department of Justice was made in the context of escalating tensions between the US and China in many fields.

Commenting on the incident, the director of the United States Federal Bureau of Investigation Christopher Wray said: “China’s blatant effort to spy on, intimidate and harass American citizens and legal permanent residents, immediately on the territory. as part of China’s campaign to steal and influence China in our country and around the world.

Wray said attacking Chinese citizens is seen as a threat to Beijing not only in the United States but elsewhere.

“These are not actions that we would expect from a responsible country,” Wray said.

How to “hunt foxes”

The Justice Department did not disclose the identities of the Chinese agents’ targets, but did provide details on some of the methods used by Chinese agents to arrest people.

One of the targets was a man nicknamed “John Doe-1”. This man was in New Jersey and was accused by China of abusing state power and taking bribes.

The US Justice Department said Chinese agents used John Doe-1’s visit to the United States to persuade him and his family to return to China. Agents also tracked down and approached John Doe-1’s daughter online during a campaign to pressure John Doe-1.

In September 2018, a threatening letter was posted on the door of John Doe-1’s home that read: “If you are willing to return to the mainland and spend 10 years in prison, your wife and children will be fine. Everything will stop! ”.
