According to the indictment, Duong Tan Hau, who entered Vietnam from Japan on November 14, remained in an isolated area managed by Vietnam Airlines at Hong Ha Street, Ward 2, Tan Binh District, from November 14 to 18. The rules here are, the members of each flight crew on returning home must be isolated, they must not be allowed to contact each other, but the male host has met 2 other people (discovered later) from a flight crew different from Romania in the corridor area.

After two negative tests came back, on November 18, 2020, Hau isolated himself at the inn on Bach Dang Street, Ward 2, Tan Binh District. During this time, the male host many times and his friend, the Key English Center teacher, went to eat, drink coffee and take an English test at Hutech University.

On November 28, 2020, Hau had a positive test result, her friend became “patient 1347”. Male teachers also transmit VOCs to one-year-old boys and girls in English centers.

The total damage caused by Hau’s spread of the epidemic to the community was 4.475 billion VND, including the cost of testing for F1 and F2 cases and isolating cases from close contact with patients. .

Respond to court questioning, Hau admitted the infringement, but “due to many objective factors” led to the spread of the epidemic, but not herself intentionally. Since then, the defendant said that he was not about to be prosecuted for criminal responsibility.

Speaking of the case, the VKS representative said that there were sufficient grounds to accuse Hau. “Knowing that Covid-19 is very dangerous, but the defendant does not comply with the regulations on medical isolation, causing serious consequences,” evaluated the representative of the VKS and suggested that the Panel be fined after 2-3 years in prison but allowed Sentence suspended.

After saying the last word, Hau said that during the outbreak of the disease, she herself participated in rescue flights for Vietnamese trapped abroad. After the flight from Japan, I was also a victim of this epidemic.

“The reason for the spread of the disease to the community is because the defendant is overly confident that he is not infected because both tests are negative. The defendant acknowledged his mistake and apologized to the 3 victims and the entire community,” Hau . he said and hoped the Panel would consider mitigating the penalty to continue working to support the family.

In relation to the case, the investigating agency determines, Vietnam Airlines Quarantine Facility Management is tasked with coordinating with the Center for Disease Control in Ho Chi Minh City, districts and wards to monitor and ensure the safety of isolated people. However, the establishment has left a series of shortcomings such as: the check-in temperature has not been measured before; water heater, dining table located in common area; the flight crew still interacted with each other …

The Board of Directors also allegedly did not closely monitor the outcome of the subsequent exposure to 2 positive patients. However, the investigating agency said that these violations have not reached the level of criminal management, so they asked the Ho Chi Minh City People’s Committee to assign functional agencies to handle the administrative actions.

Regarding Hau’s mistakes in isolating the house, the head of Ward 2 medical station, Tan Binh district, made a mistake because he did not take isolation measures, did not notify the residence (the owner in the Bach Dang Road) although he received a notice from Vietnam Airlines. During the investigation, this person became aware of the error, made a sincere statement, promised to rectify the investigation, so the investigating agency proposed to the Tan Binh District Police to sanction the administration.
