For personnel work, in the past XIII Central Conference, the personnel participating in the XIII Central Committee were considered. Based on the opinions of the XIII Central Conference, the Politburo will be submitted to Central 14 for its consideration, discussion and decision. These are big things with a very important transcendence, because the direction of the work of the staff this time is that after completing the preparation of the central staff, the staff of the Politburo and the Secretariat will be trained.

The staff under the “special case” was officially established as of the last Central Conference of the XI Congress. When the XI Congress prepared staff for the XII Central Executive Committee, the concept of “special case” appeared. First, “special cases” are defined as those that are too old for re-election compared to the regulations. However, the number of people of legal age in the Central Library is large, so the most important issue is who is considered the “special case”. If it is special, it must be little, but much is no longer special.
To determine the “special case”, the Politburo, the Central Committee must carefully consider many aspects. Once the agreement is reached, the Central Committee will submit it to Congress for its consideration and decision.
I remember, also at the XI session of the XI Central Conference, after careful consideration and discussion, the Central Committee decided to decide 5 “special cases” to be re-elected to present to the XII Fiesta Congress. In those 5 special cases of re-election, there is 1 special case belonging to the Politburo for re-election and 4 cases under the re-election of the Central Committee. In the end, Congress voted 4/5 special reelection cases: Secretary General Nguyen Phu Trong; The Vice President of the National Assembly, Uong Chu Luu; General Do Ba Ty, Chief of Staff – Deputy Minister of National Defense (after the congress was elected Vice President of the National Assembly) and Deputy Minister of Public Security Bui Van Nam.

The XII legislature is entering the last moments, now looking back, how do you assess the credibility of the staff in “special cases”?
So far, it can be stated that the decision of the XII Congress on personnel in “special cases” is totally correct. These personnel have demonstrated their ability, prestige and responsibility in their work and have made important contributions to the Party’s revolutionary cause, and to the cause of national construction and development. Therefore, to be recognized as a “special case”, they must be respectable and capable people, if they leave, they will lose damage to the Party, affecting common interests.
There has been no term in which we have achieved such success as this, from the economy and society to the building and rectification of the Party … Creating outstanding achievements has an important role of the head of the party, here is the general secretary and President Nguyen Phu Trong. It can be said that the Secretary General and President of State, Nguyen Phu Trong, has very high confidence in the Party and among the people. From the role of the head of the Party, in the Central Committee where the nucleus is the Politburo, the Secretariat has a very high unity and strength, helping to strengthen people’s trust. This shows that consideration and selection for reelection of “special cases” is necessary.
