On November 12, Mr. Nguyen Van Thuy, Vice Chairman of the People’s Committee of Bo Trach District, Quang Binh Province, said that Mr. Phan Thanh Mien, 51, Chairman of the People’s Committee of Bac Trach Commune , Bo Trach district passed away due to a bacterial infection in floods after some time helping people in flooded areas.

During the great flood that occurred last October, Mr. Phan Thanh Mien and the commune forces went to the base to rescue many people caught in the floods. While rescuing trapped persons, Mr. Mien sustained a minor knee injury. At that time no one realized because the injuries were minor while the situation of people in the flooded areas was urgent and it was necessary to move quickly. Many days after that, Mr. Mien continued accompanying floods and rains to rescue and distribute people’s basic needs.

Mr. Mien’s health deteriorated more and more, his physical condition was weak, and he was transferred to Hue Central Hospital for treatment. Doctors diagnosed that Mien was infected with bacteria from the floodwaters that entered the knee wound. Mr. Mien was seriously infected, had to breathe, had to be on dialysis continuously, and died on 11/11.
