Considering the proposal of the Central Committee, the Politburo found that, during his time as Member of the Central Committee of the Party, Secretary of the Party Committee, Governor of the State Bank of Vietnam, Mr. Nguyen Van Binh has many violations and deficiencies.

Specifically, Mr. Binh is responsible for the head of the issuance of documents by the State Bank of Vietnam containing incomplete or ineligible content as prescribed by the government, leading to violations and deficiencies. points in the treatment of bad debts, resulting in loss of state budget revenue.

Mr. Binh also violated by signing and promulgating a resolution approving the special loan for Construction Bank with an interest rate of 0% and no guarantee.

The Politburo also said that Mr. Nguyen Van Binh is responsible for the violations and deficiencies of the head of the State Bank in the approval of the Thien Thanh group to buy back shares of Dai Tin Bank; approve Pham Cong Danh as the expected member of the Construction Bank Board of Directors; No special control over the Construction Bank.

Furthermore, Mr. Binh violated the principle of democratic centralization and labor standards when he failed to report to the competent authorities for policy on important and important issues. During the review process, Mr. Nguyen Van Binh accepted responsibility for violations, deficiencies, and self-discipline.

Considering the context of the situation, content, nature, scope, consequences, causes of the violation, work process and contributions of Mr. Nguyen Van Binh to the Party and the State; Based on the regulations, the Politburo decided to discipline Mr. Nguyen Van Binh with a warning.

The Central Committee of the Inspection Committee found that during the time of being a member of the Central Committee of the Party, Secretary of the Party Committee, Governor of the State Bank, Mr. Nguyen Van Binh violated the principle of democratic centralization. and labor regulations; irresponsibility, weak leadership, direction, lack of inspection and supervision, which allows many violations and deficiencies in the issuance and implementation of a series of resolutions, regulations and decisions on the bank credit operation, with very serious consequences, difficult to overcome; Many officials, members of the Banco del Estado and key leaders of some credit institutions who violate the law will be sanctioned.

Mr. Nguyen Van Binh was born on March 4, 1961, originally from Phu Tho, with a doctorate as Central Commissioner of Session XI, XII, Member of the XII term of the Politburo.

Mr. Binh is an expert in the Department of Foreign Economic Relations at the State Bank of Vietnam and has held many positions at the State Bank of Vietnam. In April 2008, he was appointed Deputy Governor of the State Bank of Vietnam.

At the XI National Party Congress, Binh was elected a member of the Party Central Committee. Then, in the first session of the XIII National Assembly, Mr. Binh was approved by the National Assembly as Governor of the State Bank of Vietnam.

At the XII Party Congress (2016), Mr. Binh continued to be elected as the twelfth member of the Central Committee, member of the XII Politburo and held the position of Head of the Central Economic Committee until now.
