According to the Ministry of Construction, in addition to objective reasons, there are also subjective reasons due to deficiencies in design, production, construction, installation, maintenance and maintenance …

The Ministry of Construction has just sent a document to the Ministry of Industry and Commerce and several related units on the quality control of centrifugal reinforced concrete electric poles used in power transmission.

Specifically, the Ministry of Construction said that on September 25 the ministry held a meeting with representatives of all parties involved in the incident involving hundreds of power poles that broke due to Typhoon No. 5. Representatives from the Department of Electricity and Renewable Energy, Vietnam Electricity leaders, Central Power Corporation leaders and units dependent on the Ministry of Construction.

In this way, representatives of units and experts reported and exchanged the results of the investigation, the surveys and the evaluation of the cause of the failure of the power pole.

The results of the survey show that the national medium and low voltage network system uses reinforced concrete (reinforced concrete) electric poles, in which centrifugal reinforced concrete poles are invested and built by different entities. , is carried out in several stages. The current design standards and technical instructions are basically quite comprehensive.

The failure of reinforced concrete poles, including prestressed centrifugal reinforced concrete poles, has occurred recently, there are many causes.

For objective reasons, the number of reinforced concrete poles is very large, with many different origins, built by many subjects in many stages and due to adverse effects such as fallen trees, landslides.

“The subjective cause is due to deficiencies in the design, production, construction and installation, maintenance, and non-compliance with the regulations; lack of calculation, testing the bearing capacity of the reinforced concrete poles according to the current structure design standards ”- Information from the Ministry of Construction.

The Construction Ministry said it has asked the Ministry of Industry and Commerce and the company’s State Capital Management Committee to direct Vietnam Electricity (EVN) to review, evaluate and classify existing power poles. exploitation in the system; have the appropriate measures, plans and routes to reinforce, repair and replace the columns that are at risk of not guaranteeing the safety of the bearings before the rainy season.

The Ministry of Construction also noted that EVN stipulates that units that design, manufacture, build and install reinforced concrete columns, including centrifugal reinforced concrete columns, must comply with the regulations of the Ministry of Construction. Current national standards on structural and foundation design (including TCVN 5574: 2018 – Concrete and reinforced concrete structure, TCVN 2737: 1995 – Loads and impacts …).

The Ministry of Construction also said that it is necessary to consider assigning an experienced and qualified consultant to carry out structural calculations, draw up typical design drawings for reinforced concrete poles to ensure safety and copper. set.

According to EVNCPC – under the Vietnam Electricity Group, due to the influence of Typhoon No. 5, 616 power poles in Quang Binh, Quang Tri, Thua Thien – Hue, Da Nang and Quang Nam provinces were broken, broken and tilted .

Regarding the reason, EVNCPC said that due to the influence of the storm, the trees fell inside the column, creating an abnormal double impact force (storm winds, falling trees in the lines), which exceeded the resistance of the structure of columns and beams. porcelain, wire … cause damage to the network infrastructure and broken pillars.

In addition, some locations outside of the residential area have strong winds that cause eddies and the breaking of the ropes is also the cause of the collapse of the column.

At the ordinary government press conference held on the afternoon of October 2, responding to questions posed by the press to the two ministries of Industry and Commerce and the Ministry of Construction on the quality of more than 600 electricity poles in the central region broken by typhoon No. 5, Vice Minister The Ministry of Industry and Commerce, Do Thang Hai, said that, with regard to state management, the Ministry of Construction is in charge. The Ministry of Industry and Commerce is the state management unit in the field of electricity, together with the owner of EVN Group, the State Capital Management Committee in companies.

According to Mr. Hai, the Ministry has asked the electricity sector and EVN to directly review, analyze and evaluate the incidents. At the same time, it must propose global solutions in design, construction management, procurement management and operation of these works.

In the last 5 storms, more than 600 power poles were “knocked down” in the central region, only in Thua Thien Hue there were 272 broken power poles. This is unprecedented in the last 10 years.
