According to initial information, around 22:30 pm on November 21, the task force of the Rapid Response Police Team (CS 113) of the Social Order Administrative Management Police Department, Hanoi Police received a report on Nguyen Huy Ngoc (SN 1959, living in Dinh Village, Trieu Khuc, Thanh Tri District, Hanoi) having acts of disorderly conduct.
At the scene, the task force discovered Ngoc standing on the third floor of a house with glass bottles of gasoline, lit a fire, and threw him at a nearby neighbor’s house. The task force quickly removed family members to whom they threw gasoline and dispersed the now assembled crowd to ensure safety.

After that, the competent forces broke the lock on the door on the first floor of Ngoc’s house, rushing to control. However, at this moment, Ngoc ran into the entrenched second-floor bedroom, pouring gas all over the room. The forces involved in handling the case repeatedly persuaded them to open the door, but Ngoc firmly insisted and threatened that if someone entered the room, they would illuminate the house.
At approximately 2:30 a.m. on November 22, Ngoc lit a fire inside the room. The functional forces were quickly coordinated breaking the door, spraying water inside to extinguish the fire. Ngoc used a stubborn knife to fiercely resist functional forces. Faced with the above situation, the soldiers on duty jumped directly into the fire, kicking the weapon that Ngoc was holding, controlling the subject. Ngoc had a gas burn of around 15%, so the competent forces sent this person to hospital for an emergency.
