The family of a South Korean official who was shot and killed by North Korea said he left his sandals in the boat for fear of getting wet and did not have to try to jump into the sea to escape.
The Incheon, South Korean Coast Guard said at a press conference on Sept. 24 that the official shot dead by North Korea earlier this week did not leave any letters or evidence of the plan to flee to North Korea. They also didn’t find his cell phone or any notes in the train cabin he had been in before his disappearance.
The victim’s phone was turned off when the coast guard searched him at 1:19 p.m. on September 21 after learning that he was missing. They also found the officer’s brochure, wallet, clothing and sandals, and were reviewing his call and financial history.

Two security cameras were installed on board to guide fishing boats in the area that have been inactive since September 18. His colleagues said the official was diligent and had never heard him say anything that showed interest in North Korea.
However, the coast guard did not rule out the possibility that he had the intention of escaping, pointing to the sandals left on the boat and his deep knowledge of the currents around where he was in charge of guiding the fishing boat.
Three Incheon Coast Guard investigators and two police officers searched around Mugunghwa 10, where the official had been working prior to his disappearance, off the coast of Yeonpyeongdo Island on the morning of September 24. The official’s brother and brother were shot dead on the tarmac from another nearby boat.
The brother said in a radio interview on the morning of June 25 that his younger brother accidentally fell off the train.
“My brother has been on the train for 4 days, he does not have enough time to fully get used to the boat in uncertain situations. According to this man, his brother’s lost sea area is very dangerous compared to other areas because there are many reefs around Yeonpyeongdo Island, causing the depth of the water to change dramatically.

The brother admitted that his brother was in debt and divorced, but denied that he was gambling online, media reported. “The military said it was likely that he had escaped, because they were responsible for not finding him. The Mugunghwa 10 train left Mokpo, South Jeolla Province, on September 16, but the official boarded the train the next day near Yeonpyeongdo. He disappeared four days later, about 2.2 kilometers south of Yeonpyeongdo Island. He boarded the Mugunghwa 10 when it was transferred from the ship it had been on for three years.
