At 7:30 a.m., after 2 hours of an accident, Nguyen Duc Hao (SN 1989), in the Ngu Hung commune, Thanh Mien district, drove a car from BKS: 34A-362.54 back to the scene. This person informed the functional force, it was he who caused the accident.
