The water level at stations in the upper Mekong River is 2.5 – 4.0 m lower than average for many years; while in the lower Mekong River, it is 3.0 to 5.5 m lower than the many-year average and 1.3 to 7.2 m lower than in the same period of 2019. Particularly in the Mekong Delta, precipitation is lower than the many-year average, the surface water source is also lower than the average water level for many years from 1.15 to 2.0 m. Meanwhile, groundwater resources in this area tend to decline over time.

Faced with these unfavorable developments, Tran Hong Ha said that in the 2020-2021 dry season there will be severe water shortages, fierce saline intrusion will soon occur, but it will not be as severe as the dry season. past.

Saline water in the next dry season in the Mekong Delta is expected to intrude from December 2012. The salty water from major rivers such as the Tien River, the Vam Co River, the Hau River … everything penetrates deep into the inner field.

Drought, saline intrusion in the 2020-2021 dry season will greatly affect daily life, agricultural and aquatic production and fruit tree areas in the Mekong Delta. Furthermore, due to the scarcity of water resulting in low water levels in rivers and canals, there is a high risk of riverbank and canal erosion during this period, especially in the main rivers.

The Ministry of Agriculture and Rural Development plans two scenarios on drought and saltwater intrusion in the Mekong Delta in the 2020-2021 dry season.

According to scenario 1 (low salinity), the level of salinity drought is equivalent to the 2015-2016 dry season. According to scenario 2 (high saline drought), the situation is equivalent to the dry season 2019-2020. Recalling the fierce droughts that happened in the Mekong Delta, Prime Minister Nguyen Xuan Phuc said: “Recalling the 2015-2016 dry season, many fields in the West were burned due to the salty drought, badly affected. to the lives of the people in the Mekong Delta, especially the agricultural sector. However, in the dry season of 2019-2020, although the salinity is more severe, the level of impact has decreased a lot, only about 7-8% compared to 2015-2016. On the morning of September 23, Prime Minister Nguyen Xuan Phuc and his delegation examined the effects of drought, salinity and the restoration of fruit trees in Hai Lay (Tien Giang). The Prime Minister easily visited and shared the damage suffered by durian growers in Tien Giang; At the same time, he praised the people for overcoming difficulties and restoring the garden. The Prime Minister also reminded the population and local authorities that they must proactively deal with the salty drought, prevent major damage and help people stabilize production.

The Prime Minister suggested that ministries and localities accelerate irrigation works, focus on adapting agricultural production to climate change to build a salinity scenario for the entire Mekong Delta. At the same time, the ministries and central branches were ordered to fully absorb the suggestions of the localities, study and report on the feasibility promptly to advise the Government and the National Assembly for their consideration.

In particular, the Prime Minister asked localities to study and select more effective economic models to replicate in areas of saline intrusion to help people stabilize their life and production. In particular, solutions to have fresh water for people to use and serve production in the dry season should be top priority.

To proactively respond to drought in the 2020-2021 dry season, on September 11, the Prime Minister issued a Directive on the proactive implementation of measures to respond to the risk of drought, water shortages and saltwater intrusion in the dry season. 2020. – 2021 in the Mekong Delta.
