In the case, there are 35 Vietnamese defendants proposed for prosecution, including Nguyen Manh Hung, Le Quang Hao, both the deputy CEO of Vietnam Highway Development Investment Corporation (VEC), former president of the association. Da Nang Acceptance – Quang Ngai Expressway Project Installation; Hoang Viet Hung – Danang-Quang Ngai Expressway Project Management Unit Director and 32 other people are staff, consulting engineers and supervision under the board of directors.
One Japanese suspect is Takao Inami, chief consultant, director of the project supervision consulting office.
The CQĐT proposed to prosecute the 36 suspects for “violating the rules on investment in the construction of construction sites, which led to serious consequences.”
According to the research, the Danang-Quang Ngai highway project is invested by VEC, with a total length of almost 140 km, of which the first phase of the project is 65 km from Da Nang city to Tam city. Ky (Quang Nam); Phase 2 is over 74 km long.
The project started in 2013 and from September to 2018 65 km of phase 1 have been put into operation.
However, when it was first put into operation, the road appeared many damaged points, seriously affecting the operation and exploitation, causing frustration in the population, for which CQĐT has intervened to clarify.
The conclusion of the survey shows that this project is a key project at the national level, with a huge investment capital of more than 34.5 billion VND. During the construction process, both the investor, the contractor, the supervisory consultant and the related units did not comply with the construction law. Since then, the quality of this work is not guaranteed.
CQĐT claims that so far, only 65km of phase 1 of the project have had 380 damaged points on the main route (1km has 6 damaged points on average).
The Southern Institute of Transportation Science and Technology has carried out a judicial assessment and produced the following results: the quality of the work is not technically correct, causing damage to the operation.
In addition to the 36 suspects proposed for prosecution, the police also transferred the two tender packages, the construction part, to the Criminal Investigation Agency of the Ministry of National Defense for acceptance.
Mr. Mai Tuan Anh, General Director of VEC for the period 2011 – 2017 and President of the Board of Directors of VEC for the period 2017 – 2020, was also determined by CQĐT for having violations, irresponsibility in the work that affects quality. of the works.
The police have separated the facts related to violations that show signs of irresponsibility of Mr. Mai Tuan Anh and some foreigners in the construction unit, supervising and handling in phase 2 of the case.
Criminal placard offenses in the second phase of the Da Nang – Quang Ngai highway project (more than 74 km) are also separated and handled once the results of the judicial evaluation on the quality of work are obtained.
