However, at present, there is a situation in which some hydroelectric plants, especially small hydroelectric plants, have not adequately implemented regulations on water storage and operation, such as the Dak Kar hydroelectric plant (Dak Nong) and, more recently, the Thuong Nhat hydroelectric power station (Nam Dong district, Thua Thien Hue), which has caused insecurity in downstream.

In order to ensure the safety of the project and downstream of hydroelectric reservoirs, in the immediate future, in order to actively respond to storm No. 13 and flooding after storms, the Central Steering Committee for Disaster Prevention Naturals recommends inspecting and reviewing the implementation of regulations on water storage, operation, as well as plans to guarantee the safety of the works and downstream of the reservoirs in accordance with the regulations, promptly detect and take measures to strictly handle the case of infringement .

For the rape case at Thuong Nhat hydroelectric power station, Thua Thien Hue province is requested to order relevant agencies to closely monitor the lake owner’s observance and at the same time to handle strictly in accordance with the regulations to prevent it from happening. similar situation.

Related to Thuong Nhat hydropower, tOn November 14, the Ministry of Industry and Commerce said that the Department of Electricity and Renewable Energies (Ministry of Industry and Commerce) has just issued a document to speed up water storage immediately. At the same time, operate and fully open 5 gates of the Thuong Nhat hydroelectric project spillway dam in accordance with the reservoir operation procedure approved by the People’s Committee of Thua Thien Hue province to bring the water level of the reservoir at the height of + 114m (equal to the elevation of the threshold spill).

Filling of the tank can only be done with the written consent of the Thua Thien Hue Province People’s Committee.

The Department also asked Central Power Corporation did not purchase electricity from Thuong Nhat hydroelectric plant without complying with the prescribed conditions and immediately reported in detail the process of checking the conditions for this company in accordance with the regulations. Previously, Thuong Nhat hydroelectric power kept collecting water illegally, it did not obey the emergency storm No. 13 of the Thua Thien Hue Province People’s Committee. On the morning of November 14, the Provincial People’s Committee said it had sent the police force to the Thuong Nhat hydroelectric zone to monitor all the water discharge in the downstream reservoir, preventing this hydroelectric plant from illegally storing water.
