The report states that 2020 is the first year that the Ministry of Education and Training (Education and Training) implements Resolution 88/2014 / QH13 on the renewal of the general education curriculum and textbooks (CT, Textbook). starting in grade 1.
In accordance with the provisions of Resolution 88 and the Education Law (2019), the Government has instructed the Ministry of Education and Training to: Promulgate regulations and procedures for the establishment of Councils for the Evaluation of Curricula and Textbooks; organize the evaluation of the first grade curriculum and textbooks; issue grade 1 curriculum and textbooks and guide the selection of textbooks. He directed the compilation, evaluation and the Minister of Education and Training issued the new general education program.
Due to specific conditions, the Government consulted the National Assembly so that the Ministry of Education and Training would not compile a textbook, but rather facilitate the socialization of the compilation of textbooks.
Under this policy, so far, 5 sets of first grade textbooks have been evaluated and the Minister of Education and Training has approved these 5 textbooks to be used for the 2020-2021 school year.
5 approved textbooks are compiled by 3 publishers in the education sector, including the Vietnam Education Publishing House, which is a unit of the Ministry of Education and Training, and the other two publishers from the two universities. 5 textbooks have been selected by primary schools in accordance with the process of the Ministry of Education and Training for the orientation and organization of teaching, as of September 2020.

The National Assembly Committee said that after receiving comments on the new first grade curriculum and textbooks, Vice Premier Vu Duc Dam met with the Ministry of Education and Training and related agencies to gather information. and order the Ministry of Education and Training to listen to public opinion, absorb social opinions and filter and correct “hotel” in the book.
