– In practice, the case is that in the Permanent Provincial Permanent Secretary, Permanent Deputy Secretary, Deputy Secretary, President of the Popular Committee and President of the Popular Council under the central direction. Sometimes the 3 colleagues are the same age, so there will come a time when they will stop working together.

The second example is that in the Permanent Committee of each province there are usually 13 colleagues, the secretary, the deputy secretary and other colleagues are separated for 1-2 years, so that at the end of their mandate almost all leave.

The so-called state “ripe bananas” It’s very dangerous. Until a change creates a scarcity, there is no transition, a continuous and stable inheritance.

So we have to plan 3 years like this. There is a gap of 5 years between normal ages, for successive periods.

The Politburo directive also stipulates that the renewal in the party committee is no more than a third. If some course like this is renewed, there will be a continual succession of inherited young cadres in the party committee and also young cadres in the Standing Committee.

Of course it is difficult to do but we have to try, but trying being the solution. During this period, the Politburo and the Secretariat have taken very concrete and very drastic action with better changes.

– The human resource structure is a process. The election results are only the last stage. The preparation process should be done from the planning stage.
