This provision of Decree 79 also leads the author or the author’s family to request permission to sing each song. For example, the Trinh Cong Son family slowly applied so that each song or group of their songs spread.
Also according to Mr. Duong, he gave up the licensing to popularize the works, including the southern song before 1975, the state administration still administers the works by post-examination. “All organizations and individuals using musical and theater works do not violate Article 3 of Decree 144 and must strictly enforce copyright and related rights,” Mr. Duong emphasized.

Article 3 of Decree 144 describes 4 prohibitions on artistic activities:

First, it is forbidden to oppose the State of the Socialist Republic of Vietnam.

Second, to prohibit distorting the history, independence, sovereignty and territorial integrity of the Socialist Republic of Vietnam; violate national security; denial of revolutionary achievements; insulting leaders, national heroes, celebrities; undermining the great bloc of national unity; offend beliefs, religions; racism; infringes on the legitimate rights and interests of organizations and individuals.

Third, to prohibit inciting violence, propagating wars of aggression, provoking hatred between nations and peoples, and negatively affecting foreign relations.

Fourth, prohibit the use of costumes, words, sounds, images, movements, means of expression, ways of carrying out acts contrary to national customs and customs, negatively impacting morality. , public health and social psychology.
Popular southern song licenses prior to 1975 caused a lot of controversy in March 2017. At that time, the Department of Performing Arts suddenly requested to stop circulating 5 songs for unknown reasons. Among them, there are songs sung for many years. The old way that I go.
