According to the indictment, Dao Vu Hung is the administrator of the group (forum) “Traffic and Road Safety Law” on the social network Facebook. Through this forum, Hung met the other defendants.
By participating in the forum, the subjects knew that the defendant Hung was someone who frequently reported violations to the traffic police or received video clips of images of the alleged violation to present threats of theft of money.
Since then, the defendants have divided into groups, discussing how to steal money from the traffic police.
The group of defendants who use motorcycle driving on the streets, upon detecting that the traffic police are on duty, will intentionally control a vehicle in violation of the Road Traffic Law (go in the wrong lane, turn without signal …), let the traffic police stop the vehicle, search it and drive it.
In the process of handling the violation, the defendants actively used cell phones to secretly record the video, then saved it to USB and sent it to the traffic police and used the “junk” sim to contact, asking the police to give them money to erase. those video clips.
The defendants threatened that if the traffic police did not spend money, the video clips would be published on social networks or on the Internet.
After the agreement was finalized, the defendants surveyed the roads to find convenient locations and asked the traffic police to put money in that position.
They are usually places where there are no surveillance cameras, near an area with a collection road or underpass so that people can travel by motorcycle.
After choosing a location, the defendants contacted by phone and asked the traffic police to keep the money at the selected location and then to come get the money to share when the traffic police had left.
Through the above procedure, in the period from May 18 to June 5, 2019, the group of defendants carried out 8 cases of police rape with money.
In which, Hai participated in 5 cases of money violation of many traffic policemen with the appropriate total amount of 580 million VND; Nguyen Van Cuong participated in 4 cases, violation 540 million VND.
Long participated in 4 cases, appropriating 540 million VND; Ha, Thinh participated in 2 cases and seized 300 million dong; Hung participated in 3 cases, appropriating 132 million dong; Phong participated in 2 cases, appropriating 104 million dong; Tuan Anh and Quy participated in 1 case and seized 40 million dong.
Upon examination, the Group sentenced Vu Thanh Hai to 10 years in prison; Cuong and Long received 8 years in prison. The remaining defendants received 15 months of probation and up to 4 years in prison.
