On October 16, the Southern Regional Hydrometeorology Station predicted that the tropical depression connected with the tropical convergence band along the South Central region triggered the southwest monsoon, causing Ho Chi Minh City and the provinces to the south had moderate rain, heavy rain over a large area. Precipitation is forecast at 30-40mm, in some places more than 70mm in 24 hours, the rain can last until October 18.

Furthermore, in the past two days, the water level at the stations downstream of the Saigon River – Dong Nai increased rapidly after the tidal period in early September (lunar calendar). Heavy rains (rainfall measured at Thu Duc station more than 83mm) in the afternoon lasted for more than an hour, causing many roads and houses in District 9, Thu Duc to be deeply flooded, the water has more than half a meter high.
