According to the text of the agreement that appeared in the Russian media around midnight Moscow time, when the truce went into effect, Russia would deploy almost 2,000 peacekeepers with small arms, 90 armored vehicles, 380 automotive units and special equipment along the adjoining highway in Nagorno-Karabakh and along the Lachin corridor.
The main points of the agreement include: The Russian peacekeepers will move in when the Armenian armed forces withdraw and will remain for five years. The period of permanence of this force will be automatically extended for another 5 years, if neither party decides to withdraw from the agreement.
The Armenian and Azerbaijani forces are not allowed to advance beyond their current position. Armenia had to return the Kelbajar region to Azerbaijan on November 15 and the Lachin region on December 1, 2020, leaving the 5 km wide Lachin corridor, ensuring the connection of Nagorno-Karabakh with Armenia. This area is under the protection of the Russian peacekeepers.
A peacekeeping center will be deployed to monitor the implementation of the agreements.
In the next three years it is necessary to define a plan to build a new traffic route along the Lachin corridor to ensure communication between Stepanakert and Armenia, with the redeployment of the Russian peacekeeping force to protect this route. At the same time, Azerbaijan ensures the safety of traffic links along the Lachin corridor.
National travelers and refugees must return to Nagorno-Karabakh and surrounding areas under the supervision of the United Nations High Commissioner for Refugees.
All economic and transport links in the region must be cleared, while Armenia is obliged to guarantee traffic links between the western regions of Azerbaijan and the Nakhichevan region. The Russian border forces will control this transport link. There are also plans to ensure the construction of new transport links connecting the main territory of Azerbaijan with Nakhichevan.
Earlier, Armenian Prime Minister Nikol Pashinyan declared that the Karabakh deal was extremely harsh for him, but noted that there was no other way out.
Azerbaijani President Ilham Aliyev said that these agreements ended the resolution of the Karabakh conflict that took place since 1988.
