The oversupply means that Vietnam is expected to cut 1.3 billion kWh of renewable energy this year.
At the Vietnam Electricity (EVN) recap conference on January 12, Mr. Nguyen Duc Ninh, Director of the National Power System Dispatch Center, said that Vietnam has been reducing capacity. Renewable electricity due to excess power. Next time you have to keep cutting more.
According to the agency’s calculations, about 1,300 million kWh, of which more than 500 million kWh will be cut due to the problem of excess solar energy at midday points and the overload of the 500 kV lines from the Center to the North . “This is the biggest operational difficulty this year,” Ninh said.
In 2020, Ninh said, the electricity industry witnessed a surge in renewable energy, especially rooftop solar.
Consequently, in June last year, the production of solar roofs from 6,000 MWp to 10,000 MWp. In which, in the last week of the year, the additional figure registered is 3,000-4,000 MWp. By 2020, the regulator must reduce 365 million kWh of untapped solar energy. According to Mr. Ninh’s analysis, this amount of electricity is due to the overload of the local grid, mainly in Ninh Thuan, Binh Thuan and some central provinces. By the second half of November 2020, due to the huge growth of solar farms and rooftop solar power plants, the electricity industry had to make around 20 reductions in hours due to excess energy, the total cut in production it was 35 million kWh. December 27 was the day with the highest cutting capacity.
According to him, during peak noon hours, it is impossible to reduce other energy sources, but renewable energy sources must be cut. If we do not calculate the installed capacity of renewable energy corresponding to the low hour of the noon, the share of solar energy is up to 50-60% of the total installed capacity of the national electricity system, especially on weekends. Before that, EVN’s summary report returned the figure of 25%.
Therefore, in order to reduce the large reduction in capacity of wind and solar power plants, the director of the Dispatch Center of the National Electric System proposes to adjust the generation time of small hydroelectric plants, especially in the Central region at other times, avoid the time frame between 11 am and 1 pm, which is the best time of day for solar radiation. At the same time, reallocate the rooftop solar photovoltaic power generation capacity. Currently, the ratio of solar energy on rooftops to solar farms is about 90%.
In addition, Mr. Ninh also said that there should be mechanisms and principles to mobilize renewable energy sources when the system is redundant or overloaded. “The dispatch center in particular, EVN in general is very confused in this order of mobilization,” he said.
Speaking on the development of renewable energy, Deputy Prime Minister Trinh Dinh Dung called for freeing up capacity and creating rooftop development criteria for solar energy. According to him, in recent times there has been an embarrassing situation that has led to the development of solar energy on rooftops in accordance with the movement, it is necessary to consider, limit and develop according to clear criteria, so as not to allow policy benefits.
