According to the investigation, the reason that Ms. Hoa installed the scaffolding to cut the power line was that Ms. Hoa asked the electrical industry to remove the power line from her garden. Ms. Hoa’s family’s work frustrates many families around her, because it affects the progress of electricity supply for people after the storm.

Mr. Pham Giang Nam, Vice Chairman of the Ba To District People’s Committee, said that the three-phase power line that runs through Ms. Le Thi Hoa’s house was installed more than 20 years ago.
