The Supreme People’s Prosecutor’s Office has just issued an indictment to prosecute 10 defendants in the case of “Violation of bidding rules causing serious consequences” that occurred at the Hanoi Center for Disease Control (CDC). The defendants include Nguyen Nhat Cam – CDC Director; Vu Ha Thanh – CDC Finance Manager; Nguyen Thi Kim Dung – Head of the CDC Organization Department; Nguyen Ngoc Quynh – Manager of the CDC Technical Planning Department; Hoang Kim Thu – CDC Chief Accountant; Le Xuan Tuan – CDC officer.
There are 4 defendants who are leaders, private company officials and prosecuted for the above crime, including Nguyen Ngoc Nhat – employee of Vitech Science Development Company; Dao The Vinh – Vietnam Materials Science and Trade Director (MST); Nguyen Tran Duy, CEO of Nhan Thanh Auction and Valuation Company; Nguyen Thanh Tuyen – Employee of Phuong Dong Medical Equipment Company.
According to the indictment, the CDC is a public unit under the Hanoi Department of Health and in February it was awarded more than 31 billion VND of additional funds to purchase COVID-19 prevention equipment. Package 15 equipment includes system automatic real-time PCR, DNA / RNA extraction machine, 1 refrigerator and 1 refrigerator.
Defendant Nguyen Nhat Cam, chairman of the CDC Procurement Council, colluded with staff and private company leaders to negotiate the price of package 15. The prosecution found that defendant Nguyen Ngoc Nhat promised to pay Nguyen Nhat Cam the 15% of the value (before tax) of the automatic real-time PCR machine.
As a result, this package is valued at more than 9.5 billion dong. Cam then asked his subordinate staff at CDC to validate the entire contractor designation process for Vinh’s MST Company to win Package 15.
After the case was prosecuted, the Central Procedure Valuation Council determined that the assets in package 15 had a market price of more than 4.1 billion VND. Thus, the events of 10 defendants in the case caused more than 5,400 million damages to the State.
In the case, the prosecution identified the responsibilities of several other officials and employees of the CDC and several private companies, but their errors played a minor role, they did not benefit … so they would not be addressed. Offender.
In addition to the 15 package above, CDC Hanoi has also bid for 16 packages of other equipment and materials worth more than 81 billion VND and has paid more than 69 billion VND. There are 2 COVID prevention propaganda design, print and broadcast packages worth over 1.9 billion VND, also implemented by CDC and paid for over 1.3 billion VND.
The investigating agency said that the aforementioned bidding activities showed signs of the crime of “Violation of the bidding regulations, causing serious consequences,” so the file was separated for further investigation and handling.
