TISCO was previously known as Thai Nguyen Iron and Steel Company, established in 1962. In 2009, the business changed to a joint stock model, the state owns 65% of the capital stock and is managed through VietnamS. TISCO’s second phase productive expansion project has a total investment of VND 3,843 billion (equivalent to USD 242.5 million, exchange rate 1 USD = 15,850 VND), approved by the Prime Minister in 2005 with the objective of investment. metallurgical production technology line (including iron ore extraction and processing), aiming to create a production capacity of 500,000 tons of steel billets / year, using domestic iron ore raw materials.
In 2007, the project was started and is expected to be completed by the end of 2011. TISCO has signed an EPC contract with the China Metallurgical Construction Group Company (MCC) contractor worth US $ 160.8 million (the type of current exchange rate is 1 USD = 15,850 VND). The two parties have determined that this is a package price that does not change during the performance of the contract. However, in 2012, based on TISCO’s proposal, VietnamS sent a document to the Ministry of Industry and Commerce and requested the Prime Minister to adjust the total investment of the project from VND 3.8 billion to VND 8.1 billion, an increase of VND 4.261 billion. Initial and expected 2014 levels were completed. In 2013, the project with a 110.8% capital increase was approved by related parties, but contractors, including Chinese and Vietnamese contractors, have suspended construction so far.

Since the end of 2017, the Government Inspector participated, determined that TISCO had paid for the project about 4,500 billion VND, of which the cost of the equipment was more than 2,100 billion VND, the construction cost was almost 1 billion VND … Total balance The principal debt, bank interest payable on the project is 3.9 billion … equivalent to the total investment of the original project. Due to too long a delay in progress, more than 10 years, many equipment and machines were damaged and seriously degraded, and the interest payable exceeded 40 billion VND / month.

Chinese contractors went through a lot of outdated equipment

According to the Government Inspection, at the time of the inspection, the TISCO investor had paid the MCC contractor more than 92% of the contract value, but the main elements of the EPC package had not been completed. Since 2013, MCC and its contractors have stopped construction. TISCO paid the tax amount of 11.6 million dollars on behalf of MCC, the payment for handling equipment is almost 5 billion dong, exceeding the value of the contract. Meanwhile, MCC has not transferred enough equipment according to the list and has provided many machinery and equipment with different origins and specifications that do not conform to Vietnamese standards.

The Government Inspector noted that MCC delivered 42 cars with the value of payment of more than 1 million dollars without import tax, but all these vehicles had the difference in tonnage between the files that TISCO requested for registration. , with the results of the inspection of the Registration Department. Of these, there are 29 dump trucks capable of transporting 16 tons / vehicle. However, each of the test results contained only about 9.4 tons. MCC also delivered 5 locomotives worth US $ 5.4 million that did not meet specifications, suppliers under signed contracts … In total, MCC delivered machinery and equipment with differences in export. Origin, specifications, inconsistent with Vietnamese standards are worth up to 38.8 million dollars. Currently, some supplied equipment has been rusted, damaged, seriously affecting the quality and progress of the project.
