Therefore, the Ministry of Industry and Commerce proposes to the Government to consider and order the Ministry of Finance to study and present plans to reduce the environmental protection tax on gasoline and oil to the appropriate level.
Because, according to the Ministry of Industry and Commerce, currently, the proportion of taxes and fees in gasoline prices is high (approximately 55-60% for gasoline products, 35-40% for petroleum products). In which, the environmental protection tax is around 32% for gasoline and 11-20% for oil.
In particular, the Ministry of Industry and Commerce proposed to consider adjusting the environmental protection tax for biopetrol E5RON92 to make it more appropriate to reality to create a price difference and encourage the use of biofuels.

Currently, the environmental protection tax for biofuel E5 RON 92 is VND 3,800 / liter. The calculation of the environmental protection tax for biopetrol E5 is equal to 95% of the current environmental protection tax for mineral gasoline RON92, which the Ministry of Industry and Commerce evaluates as inappropriate. Because E5 RON 92 gasoline is 95% RON 92 gasoline and 5% is ethanol.
“95% should not be taken mechanically, only the difference of 5%, but it should be evaluated based on the level of emissions when using E5 gasoline,” emphasized the Ministry of Industry and Commerce.
According to the results of the studies carried out, the use of E5 RON 92 gasoline significantly reduces emissions of environmental pollution, such as CO (27.76% less), HC (16.23% less). .. compared to regular mineral gasoline.
Therefore, the Ministry of Industry and Commerce said that it is necessary to consider providing an environmental protection tax for E5RON92 gasoline based on the emission level (75-80%) of the tax rate for mineral gasoline.
